THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND SHALL NOT BE CONSTRUED AS AN OBLIGATION ON THE PART OF THE GOVERNMENT. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION FOR THIS REQUIREMENT, AS ONE DOES NOT EXIST. The Defense Microelectronics Activity (DMEA) is conducting market research and is seeking written responses from potential sources that can provide application training, application support, repair/maintenance support and calibration services for DMEA-owned Keithley test systems. DMEA is located at 4234 54th Street, McClellan, CA 95652-2100. Please see the attached DRAFT Performance Work Statement (PWS) for a further description of the requirements for the contemplated contract action; changes may be made in any resulting solicitation. The contemplated contract action is anticipated to be issued as a purchase order under FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The contemplated contract action is anticipated to have firm-fixed-price contract line items (CLINs) for services and may include a time-and-materials CLIN for over-and-above maintenance work. The contemplated contract period of performance period is anticipated to cover 15 months of service. A contract structure utilizing a base annual period of performance and potential option years is also being considered. The contemplated contract ceiling is anticipated to be $50,000.00. Similar services were previously provided to DMEA under a sole source award to Tektronix, Inc., under contract number HQ0727-15-P-1506. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This notice is to notify the industry of potential contract action and to gain knowledge of potentially qualified sources and their size and business classifications. The Government will consider all responses received to determine whether the contemplated contract action will be pursued using a competitive or non-competitive acquisition strategy. The anticipated North American Industrial Classification System (NAICS) Code for the contemplated contract action is 811219 for Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard for this procurement, as defined by the U.S. Small Business Administration, is $20.5 Million annual revenue. The Product Service Codes for this procurement are J066 for Maintenance and Repair of Instruments and Laboratory Equipment and U099 for Other Education and Training Services. Potential sources are requested to submit a white paper that addresses, but is not limited to, the following topics: 1 - Company overview and contact information, including company Dun & Bradstreet number (DUNS) and/or Commercial and Government Entity (CAGE) code. 2 - Technical Capabilities Statement that succinctly address the potential source's capabilities to meet the following requirements of the draft PWS: a. Maintenance and calibration services for the stated equipment. b. Training. c. Recommendations for a potential approach to meeting the contract requirements. d. Recommendation of whether maintenance services or calibrations are performed at the DMEA site or Contractor facility for each test system. 3 - Information regarding commercial terms, processes, and/or warranties. 4 - List of similar Government contracts completed over the past three (3) years. 5 - Business size status (small or large) and/or other business classification information (SBA 8(a) program participant, women-owned business, service-disabled veteran owned business, etc.). 6 - Interest in entering into a multiple-year contract (including a base period of performance and option years), and the number of years that the potential source would be interested to contract for the required services. Responses should be comprised of no more than fifteen (15) 8.5 x 11 inch pages, with not less than 10-point font. Potential sources should submit responses to Nickie Cruthirds at nickie.cruthirds@dmea.osd.mil by 2:00 PM, PACIFIC STANDARD TIME (PST), WEDNESDAY, 4 NOVEMBER 2015. Potential sources are also encouraged to submit questions, requests for clarification, and other PWS or performance recommendations via e-mail.
