- MSC REQUESTS INFORMATION PERTAINING TO THE POTENTIAL AWARD FOR OPERATION AND MAINTENANCE OF ONE (1) Government-owned, T-AOT CHAMPION-CLASS TANKER (USNS Lawrence H. Gianella). SPECIFICS ARE AS FOLLOWS: •1. LOCATION : Primarily U.S. East and Gulf Coasts, but Potentially World-Wide •2. MISSION : Contractor shall operate one (1) T-AOT Champion-class Tanker vessel in a professional manner, maintain the vessel to MSC standards of material readiness and appearance, and ensure the vessel is mission-ready at all times. The vessel is intended to be employed in the transfer of refined petroleum between locations on the U.S. East and Gulf coasts for the Department of Defense. However, the government reserves the right to deploy the vessel world-wide. The tanker is designed to load and discharge cargo at commercial and military refineries and fuel installations. Additionally, it is equipped to transfer cargo fuel at sea to military oilers while underway, and is capable of refueling combatant ships through the use of an installed Modular Fuel Delivery System (MFDS). It is anticipated that the vessel will be in a Full Operating Status (FOS) posture during the period of performance of the contract. Ship characteristics and other information relating to the T-AOT vessel may be found at MSC's website. •3. CONTRACT STYLE : Firm-Fixed Price w / Reimbursable Elements (including award fee). Reimbursable elements include Port charges, M&R, Non-watch overtime, Fuel, Costs associated with Ship Availabilities, and Government directed alterations/work. •4. PERIOD OF PERFORMANCE : The period of performance is anticipated to be two years (one year firm plus a single, one-year option period). Firm Period: 01 October 2016 - 30 September 2017 Option Period: 01 October 2017 - 30 September 2018 •5. Interested parties shall furnish the following minimum information: •a) Name of company; •b) POC, Telephone Number, Fax Number, Address, e-mail address (if available), DUNS and CAGE Code; •c) Brief summary of company history relative to similar requirements; •d) Estimated daily, annual, or other term cost/price to provide said service for two (2) years. •e) Small business standing (i.e., small or large business; HubZone status); •f) Contractors should consider how to enhance small business participation (joint ventures or mentor/protégé relationships) and should provide a description of how this may be accomplished; •g) Alternative lengths in the anticipated period of performance minimizing overall contract cost/price; •h) Any pertinent questions/concerns. •6.
