- Solicitation Number: TBD Notice Type: Sources Sought Synopsis: FY18-22 60/81mm Mortar Fins. Army Contracting Command - Rock Island (ACC-RI), on behalf of the Office of the Project Manager-Combat Ammunition Systems (PM-CAS) is seeking long term potential sources to fabricate and deliver M27, M24, and M28 Mortar Fins. This is a market survey for information purposes only and not a request for proposal or announcement of a solicitation. Item(s) Description: The following item description describes the Mortar Fins in sufficient detail to respond to this sources sought notice. The M27 Mortar Fin supports the 60mm family of mortar items. It is a single piece design approximately 5.4 inches long and 2.4 inches in diameter at the blades, machined from an extrusion of 6070-T6 or 2014-T6511 aluminum. Each fin blade is precisely canted at 5 degrees and the center of the fin is hollow to allow insertion of an ignition cartridge. Gas and flame are vented from the ignition cartridge through flash holes drilled in the boom section of the fin. The M24 and M28 Mortar Fins support the 81mm family of mortar items. Both M24 and M28 Fins are comprised of a two piece design (Fin and housing). The M24 is approximately 7.4 inches long and 3 inches in diameter at the blades. The blades are canted at 5 degrees, 17 minutes. The M27 fin component is machined from an Aluminum extrusion as per ASTM-B221 and the housing is machined from an extrusion of 7075-T6 Aluminum. The M28 is approximately 8.5 inches long and 3.2 inches in diameter at the blades. The blades are precisely canted at 4 degrees, 46 minutes. The M28 fin component is machined from an extrusion of 2014-T8511 aluminum and the housing component is machined from an extrusion of 7075-T76 aluminum. The center of both M24 and M28 fins is hollow to allow insertion of an ignition cartridge. Gas and flame are vented from the ignition cartridge through flash holes drilled in the boom section of the fin. Both the M24 and M28 Fins are anodized (Finish 7.2.1 of MIL-STD-171). Requirements: The potential production requirements for the mortar fins for a five year production (FY18-22) are as follows: 60mm Mortar Fins M27, NSN: 1310-01-050-8894, Part Number: 11751196 - 500,000 units per year at a rate of at least 30,000 units per month 81mm Mortar Fins M24, NSN: 1315-01-050-8881, Part Number: 11726889 - 200,000 units per year at a rate of at least 20,000 units per month M28, NSN: 1315-01-271-8061, Part Number: 9327831 - 60,000 units per year at a rate of at least 20,000 units per month In addition, the potential contract may require the contractor to: a) Develop tooling, fixtures and production processes to produce the components b) Develop gauges, fixtures and a plan to inspect the components c) Produce a first article sample for Government evaluation and approval 180 days after contract award (DACA) and initiate production delivery 270 DACA. d) Follow normal delivery schedule for subsequent ordering periods, when and if executed. e) Execute product improvement projects for the manufacture and design of the components. Submission Information: A response to this survey should show adequate technical and manufacturing capability and the satisfactory past performance in the metal parts forming industry. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources within the timeframe required to meet first article. Respondents should provide the following information for the evaluation to enable the U.S. Government to develop acquisition plans and to meet the aforementioned production requirements. a. Name of company, address and CAGE code b. Point of Contacts, name, telephone number, and email address c. Business size information d. Location of the facility or proposed facility e. Identify the manufacturing equipment and systems required to produce each component (to include finishing/anodizing). Identify equipment/processes that would be in-house and sub-contracted. f. Provide current or previous experience in manufacture of mortar fins or comparable items of similar complexity, including required start-up efforts and relevant past performance history. g. Provide estimated production capability rate for each of the Fins (anticipated maximum production rates). h. Briefly summarize production and technical qualifications of personnel including level of experience in producing these or similar metal components. i. Provide a brief description of the quality management system to be used and identify any associated certification(s) (i.e. ISO 9001-2000). The respondent should provide sufficient details to the U.S. Government so as to make a reasonable assessment on the capability to produce these items at the required rates. This information is for reference and planning only. The U.S. Government will not pay for any information submitted or for cost associated with providing this information. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). Proprietary responses will be protected in accordance with the markings. This is for MARKET RESEARCH ONLY. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. The information you provide will only be utilized by ACC-RI/PM-CAS in developing its acquisition approach.
