- The NAICS code is 541990 -- All Other Professional, Scientific, and Technical Services. THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) are seeking sources capable of providing the support services described below. The current requirements are being provided by a University Corporation and NOAA is pursuing a contract to fulfill future requirements. The Office of National Marine Sanctuaries (ONMS), established in 1972 by the National Marine Sanctuaries Act (NMSA) and administered by NOAA's National Ocean Service, protects a network of special marine and freshwater areas. The goal of the NMSA is to set aside and manage areas for resource protection, research, enhanced public education, and compatible public and private uses. Management activities for each site are detailed in site-specific management plans which outline regulatory goals, describe boundaries, identify staffing and budget needs, and set priorities and performance measures for resource protection, research, and education programs. ONMS oversees thirteen National Marine Sanctuaries (NMS) and one National Monument. The Pacific Island Region (PIR) of ONMS manages three NMS sites: the Papahānaumokuākea Marine National Monument (PMNM), Hawaiian Islands Humpback Whale National Marine Sanctuary (HIHWNMS), and the National Marine Sanctuary of American Samoa (NMSAS). In addition to the three sites, ONMS has other programs in the Pacific Islands, including the Ocean Initiatives Program (OIP) and the International Marine Protected Area Capacity Building Program (IMPACBP). The purpose of the anticipated contract is to provide various support services for the PIR ONMS sites and associated programs in Hawaii and American Samoa such as: Unit and program management support. Policy, planning & permit support. Research/field operations. Education, outreach, media, training and communications programs support. Office management, administrative, fiscal and clerical support. Community and cultural program support. Visitor, visitor center and volunteer program coordination. Information services: web design, geographic information systems, data management and integration services. Facilities maintenance and security services. Site management, facility and administrative staff, program staff, and resource protection personnel. Visitor center, adjacent to the staff offices including language and cultural requirements. Policy and permitting, science and resource protection, education, outreach, communications program staff, Hawaiian cultural program staff, information technology support personnel. In addition, their annual cruises to the site require temporary positions to support the cruise mission goals. Fiscal management; logistical support, reporting; development and maintenance of in-country partnerships; and the ability to work under diverse physical, social, governance and cultural settings. Technical assistance, strategic planning and training to build global capacity in marine conservation, specifically large-scale marine protected area (MPA) design and management and the protection of marine mammals through place-based protected area management. Management support, logistical support for meetings and training. The Government anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the PIR services. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for, or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The nature of the work to be performed is a range of highly specialized services that support critical programmatic functions. A draft Performance Work Statement is provided for informational purposes only. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1. Company name and address 2. DUNS number 3. Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4. Company point of contact- name, phone, and e-mail address 5. In a capability statement demonstrate the firm's capabilities for meeting the proposed contract requirements demonstrating your firm's ability to provide the services described herein. Include any recent past performance experience. 6. Identify any major work components that your firm would likely subcontract out.
