*** This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. *** This Source Sought notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of capability and availability of potential contractors. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. This requirement is assigned a code of 236220 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $36.5M per annum. Statements should also include the eligible business concern's name, point of contact, address, and DUNS number. •1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to construct a new single story retail convenience store and barber shop facility located in the Naval Supply Activity, Bahrain. The work also includes improvements to the ground floor retail area of an existing Service Support Center Navy Exchange (NEX) located in the Naval Supply Activity, Bahrain. The scope of work for the convenience store and barber shop includes: The new facility will be structural steel frame construction on a concrete slab foundation. The exterior finishes of this building will be in accordance with the published Installation Design Guidance. Supporting facilities include the installation of Mini- Mart refrigeration and all required utilities, communications and alarms, power, pavement, curb and gutter, sidewalks, storm drainage, and landscaping. The scope of work for the NEX includes: The exterior finishes of the vestibule will be in accordance with the published Installation Design guidance. Construct a new exterior vestibule, replace roll down gate to secure NEX, demolish interior vestibule, replace and reconfigure cash wraps, replace floor tiles and stained acoustical ceiling tiles. Light fixtures will be cleaned and replaced, additional hard line fixtures to be installed to supplement existing fixtures. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) on or about 13 November, 2015. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $1,000,000 and $4,000,000 with an anticipated period of performance of 401 calendar days for the Pier Side Mini-Mart and 734 calendar days for the NEX Alterations from the date of receipt of issuance of the Notice to Proceed. •2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to construct a Pier Side Mini-Mart and renovate the NEX. General elements of construction and renovation work include, but are not limited to, the following: •a. The work includes the construction of a new single story retail convenience store and barber shop facility called the Pier Side Mini-Mart and incidental related work. •b. The work also includes improvements to the ground floor retail area of the existing Service Support Center Navy Exchange (NEX), and incidental work. •c. The work includes optional items as listed below. Optional items shall be priced separately. Option #1 - Pier Side Mini-Mart Emergency Power System Option #2 - Electrical Security Systems Option #3 - Renovation of NEX (ESS) Capability Statement/Information S ought: Page Limitations: Interested qualified organizations should submit a capability statement, not to exceed 5 total single-spaced pages using a 12-point font size at a minimum, that clearly details the ability to perform and that addresses the specific requirements described above. All proprietary information should be marked as such. Responses will be reviewed only by US Army Corps of Engineers personnel and will be held in a confidential manner. Delivery Point and Common Cut-Off Date and Time: All capability statements sent in response to this Sources Sought notice must be submitted electronically (via email) to Diane deLathouder, Contract Specialist at Diane.e.delathouder@usace.army.mil in MS Word or Adobe Portable Document Format (PDF) no later than 30 December, 2 015 3:00PM EST. The subject line must specify quote mark Mini-Mart and Navy Exchange - CAPABILITY STATEMENT quote mark. Facsimile responses will not be accepted. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED.
