- This is a request for information only. Do not submit a proposal or quote. The Department of Veterans Affairs (VA) is issuing a Request for Information to seek software required to perform 508 compliance functions for the VA. Additional support services may be required including installation, installation support, license renewals, and training. The VA is seeking to determine if all of the following requirements can be provided by a single source. This single award, $15,000,000, four year Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle seeks to ensure software standardization and acquisition consolidation while also leveraging the VA's purchasing power as a large enterprise. After reviewing the documents, interested and capable contractors are invited to provide responses to the questions below. Responses should follow this format and be submitted electronically as one complete document. Marketing materials and general capability statements shall be provided as a separate attachment. For more information on the 508 Compliance Office or its mission, please visit http://www.section508.va.gov/ The software categories include: 1.Speech Computing Software - Speech computing software where the users can speak into a microphone to dictate text instead of typing it, and control their computer using voice commands. This software would be utilized by people with mobility impairments, but they are often also general-use business- productivity tools. Dragon Medical or equal. 2.Screen Reader - A screen reader to be utilized by people with visual impairments. Screen readers use synthesized speech to speak the information on the screen to those who cannot see it. JAWS, Window-Eyes or equal. 3.Screen Magnifier - Screen magnifiers are used by people with visual impairments who can still see, but who have lost some visual perception. Screen magnifiers can be used to make the screen bigger, or to change the color of screen content, or to help enlarge the cursor or other programmatic focus indicators. MAGic, ZoomText or equal. 4.Accessibility Remediation - Accessibility remediation tool that greatly simplifies and accelerates tedious remediation tasks and superimposes structure and methodology over the remediation process to ensure compliance with established accessibility standards. CommonLook PDF Global Access, CommonLook Office or equal. The services include: 1.Standard Installation - The Contractor may be required to provide installation support for the 508 Compliance tools listed above. The Contractor shall provide the standard documentation (e.g., User Manual, Operators Manual, Installation Guide, etc.) to support the installation of the 508 Compliance tools. The Contractor shall validate successful operation of any installed products prior to acceptance. 2.Software Application Support - The Contractor may be required to provide application support to include support for installation, configuration, upgrading, patching, and/or debugging of all software. If the Contractor is not the software manufacturer, the Contractor shall manage the service/support function. If a software failure is suspected, the Contractor shall attempt to resolve the issue remotely in accordance with VA security standards and policies. If the software cannot be resolved remotely, the Contractor shall arrange for an on-site technician to be dispatched to resolve the issue. 3.Training Support - The Contractor may be required to provide standard commercial training and other services related to installation, set-up, configuration and use of purchased software. Each response shall include an answer to the following questions: 1.Can you provide a product or multiple products for each of the software categories listed above? If so, what products would you provide for each category and what are the salient characteristics of those products? 2.Can you provide any of the 508 Developer Resource Tools for testing accessibility and developing conformant web applications listed at http://www.section508.va.gov/support/resources_508.html? If so, please list the tools you can provide. 3.Are there any new software products that the VA could leverage to benefit the 508 Compliance Office? If yes, please provide details of the product(s) and how the VA could benefit from their use. 4.In the event there are licenses out of cycle, how would you approach synchronizing expiring licenses to consolidate purchases? 5.Please provide any positive or negative feedback regarding the proposed acquisition such as recommended changes, noted exceptions, ambiguities, etc. Responses to this RFI shall be submitted via email to Contract Specialist Lana Farber at lana.farber@va.gov no later than noon on November 5, 2015.
