Description
Draft Performance Work Statement 5 th Marine Expeditionary Brigade (5 th MEB) has a requirement for a Basic Life Support services contract is support of exercise Native Fury 16 at the Port of Duqm in Duqm, Oman. The resultant service contract will be for the period of 4 January 2016 through 31 January 2016, tentatively. The North American Industry Classification Code (NAICS) for this requirement is 561210 Facilities Support Services, and the small business size standard is $38.5 million. The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR subpart 13.5. The Government intends to award to the quoter who represents the best value to the government. Award will be issued on an all or none basis. Scope of Requirement: The contractor shall provide Basic Life Support Services with the ability to provide full LSA set-up, including, but not limited to: management, maintenance, manning, and removal of: billeting, maintenance, work tents, work trailers, shower & hygiene trailers, portable toilettes, dining facility (Meals provided in accordance with all CENTCOM food handling certificates), a covered tent with tabled seating for personnel, climate control, sufficient power generation and lighting both interior and exterior, hand sanitization station, clean water delivery, grey & black water removal, solid waste disposal, laundry services, and ice. Other areas of support include HAZMAT Removal. The solicitation will contain the complete Performance Work Statement (PWS). The draft PWS is attached. Due to current operations at the Port of Duqm, setup cannot begin until 15 December 2015 and Tear Down must be completed by 15 February 2015. Government Request for Quote (RFQ), M68450-15-T-N001, to provide this service will be issued on or around 6 November 2015. The solicitation will be available for download via the electronic data interchange at FedBizOpps, www.fedbizopps.gov. It is the responsibility of the vendor to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the government must be registered in the System for Award Management (SAM) database, http://www.sam.gov and agree to implement the Department of Defense web-based software application called Invoicing, Receipt, Acceptance and Property Transfer (IRAPT, formerly WAWF) at https://wawf.eb.mil/. All responsible 8(a) businesses may submit a quote which will be considered.
