Description
This solicitation is being re-opened to allow for more than one award (Split Awards). Split Award Contracts are possible. Due to high quantity and repetitive demands on past buys, the Government may place a maximum of two awards. New Opening date is on or about November 13, 2015 and will close on or about December 14, 2015. The proposals received in response to this solicitation will be evaluated under "Lowest Priced Technically Acceptable (LPTA)" source selection procedures in accordance with (IAW) FAR 15.101-2 as described in Section M of Amendment 0001 to the Solicitation. The Government may elect to make a split award by awarding two contracts under this solicitation in order to maintain multiple viable manufacturing sources to preserve competition. If a split award is made for these NSNs, the Government baseline requirements is to order quantities via the percentage allocations for each delivery order. In addition to price, the Government will evaluate non-price factors in accordance with the evaluation criteria contained in the solicitation. These factors are deemed essential in order to determine the offer that best meets the Government's needs. The Government intends to make two awards to maintain multiple viable manufacturing sources to enhance competition based on the evaluation of the price combination of acceptable offerors totaling 100% of the requirement (i.e., either a 60%-40% split OR a 50%-50% split) that results in awards to two different offerors. Amendment 0001 to original RFP will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp on or about 11/13/2015.
