FBO Pre-solicitation Notice - Solicitation No. VA245-16-R-0010 Minor Project No. 613-120 Award Item - AE Design Renovate 47 Bed Dom A Pod & Replace AHUs 1.OVERVIEW - AE Services for Design Renovate 47 Bed Dom Pod A and Replace AHUs Project # 613-120 1.1Government Agency Department and Address: Martinsburg VA Medical Center - VISN5 - Martinsburg, WV 1.2Project Title, Number and Location: Project Title: Design Renovate 47 Bed Dom Pod A and Replace AHUs This acquisition is for Architectural/Engineering Services, and is procured with the Brooks Act as implemented in Subpart 36.6 of the federal acquisition regulation. All submissions will be evaluated in accordance with the evaluation criteria attached herein. A "short list" of six or more firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this amount. Award of the base bid will include work associated with the Outpatient Addition and New Handicap Staff Entrance (kick off meeting after award + 9 months). This procurement is a 100% set-aside for Service-Disabled Veteran Owned Small Business firms. Before a SDVOSB is proposed as a potential contract, they must be "verified" by VETBIZ (www.vetbiz.gov) and registered in SAM (www.sam.gov) database(s). Failure of a proposed SDVOSB to be verified by CVE at the time the SF330 is submitted will result in their elimination as a proposed contractor. The proposed services will be obtained by a negotiated Firm-Fixed Price Contract. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is not more than $7.5M average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $ $500,000 and $1,000,000. Eligible AE firm must have a working office location within 0-150 mile radius of the VAMC, 510 Butler Avenue, Martinsburg, WV, 25405. This distance is determined according to www.randmcnally.com. This will be verified through www.sam.gov and VETBIZ. The selected AE firm(s) shall be in accordance with FAR 2.101 definition of "Architect-engineer services" as defined in 40 USC 1102 and FAR Part 36.6 to provide professional AE services for the Veterans Administration as required. AE(s) signing drawings must be licensed in West Virginia. 1.3 Scope of Work A. This project will engage an (A/E) architectural/engineering firm to provide Schematic Design, LCCA, Design Development, Construction/Bid Documents, Specifications, Construction Cost Estimate, and Construction period services for Building 502, A Pod (Dom A). B. Priorities of Work: 1.This project provides a complete renovation and replacement of the HVAC system of a 17,600s.f. single story domiciliary that is 30 years old. This section of the Domiciliary surrounds a 3770s.f. court yard. 2.The renovation will include updated finishes, systems replacement and floor plan changes to reflect the current standards of care. 3.The unit will be designed to accommodate a secure Women's Unit. The size of this unit within the project will be determined in the Schematic stage. 4.The project will add 2,000 GSF of new construction to increase the number of occupants. The proportion of single bedrooms to double bedrooms will be determined in the Schematic stage. 5.FY 2022 bed analysis projections support maintaining current authorized/operating domiciliary beds. There are currently 18 beds for female veterans on Pod A. 6.This project will increase the size of the Unit to meet projected demand. The renovation of the 502 Dom A Pod will allow increased privacy for Domiciliary residents, create a more family like environment and provide female residents with an increased sense of security and pride in their living space. 7.The mechanical systems throughout the Domiciliary in Bldg. 502A are beyond their life expectancy and do not meet the current requirements for occupancy. This project will provide a complete new mechanical system for Pod A. 8.The interior courtyard shall be upgraded in a way that minimizes maintenance. 9.At a minimum the A/E shall reference the VA design guide plates located at http://www.cfm.va.gov/til/dGuide.asp for comprehensive architectural and engineering requirements for each space listed. 10. The A/E will perform all surface and subsurface investigative work pertaining to foundations, geotechnical, structural, mechanical, electrical, plumbing, fire alarm, sprinkler, telecommunication, public address system and their associated appurtenances located in other areas of the work area as deemed necessary to provide a complete and constructible design. 11. In addition to design of required new work areas the A/E will design the required rerouting, relocation, and/or extension of all existing utilities electrical, plumbing, etc. which may pass thru the proposed design area servicing surrounding spaces and future expansions. 12. The A/E will implement 'Planetree'/Evidence Based Design (EDAC) and Sustainability philosophies with the current VA design guides, space planning criteria, and technical criteria, to create an environment which enhances the healing process. 13. The heating, ventilation, and air conditioning (HVAC) design shall comply with the VA HVAC Design Manual. Controls will be compatible with existing Johnson Metasys Building Automation System. Design shall also include recommendation of at least three energy savings alternatives for consideration. 14. Commissioning will be performed by third party contract directly with the VA. The A/E will be responsible for incorporating commissioning specifications in accordance with the VA Whole Building Commissioning Process Manual, dated 5/1/ 2013. 15. Fire and Life Safety requirements will be designed under the Governing Codes of NFPA 101 Life Safety Code (2015 Edition) and the Department of Veterans Affairs Fire Protection Design Manual (2011 Edition), or most current edition in publication. 16. A/E will perform a Life Cycle Cost Analysis (LCCA) to investigate and provide recommendations for sustainability and energy saving alternatives, which will include the following: a.The VA Sustainable Design Manual, current edition, is applicable. b.Included shall be the requirements of section 01 81 13.11, Sustainability Certification Requirements - LEED HC V3, or 01 81 13.21, Sustainability Certification Requirements - Green Globes. c.The design shall utilize ASHRAE 90.1-2010. d.Master Construction Specification 01 81 11, Sustainable Design Requirements, shall be used. e.For LED lighting applications, Design Light Consortium (DLC) listing is preferred. The A-E will prepare and submit application for the West Virginia business incentive, lighting for business program. This program is managed by the electrical service provider First Energy. Details, spreadsheet, application form, and information are available at http://www.energysavewv-business.com f.Building envelope, opaque elements, shall meet or exceed requirements 189.1-2011. g.Dual technology occupancy lighting sensors, with dimming for spaces with windows. Site design will incorporate requirements of EIA 438, EO 13508, and the VAMC Martinsburg SWMP. h.The design shall include use of Energy Star, FEMA-designated, and EPA Water Sense products where applicable. 17. Design shall incorporate "Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings". 18. The project will address the Master Plan site design and layout, required utility service from existing utility feeds to the area, and the Storm Water Management (SWM) and how it affects the project design and construction activities. C. Each item listed under item 'B' above will be reviewed during the Schematic, Design Development and Construction and Bid Document stages and evaluated for probable cost. THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330's Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This acquisition is open to all firms meeting the qualifications of a SDVOSB under the associated NAICS code as registered in ORCA and SAM and VETBIZ. Eligible and qualified A/E firms are required to submit THREE (3) hard copies and ONE (1) via CD of their entire completed SF Form 330 packages; SF330 forms are available on-line at: http://www.gsa.gov/portal/forms/type/SF. Submission of information incorporated by reference is not allowed. Prospective firms shall address all selection criteria factors within their submitted SF330 package. All hard copy submissions must be bound in some manner. Information shall be submitted no later than 2:00 local time on November 13, 2015. Packages are limited to 75 pages with minimal pictures. Shortlisted firms will be scheduled for oral presentations/interviews. Negotiations will be made with the highest ranked firm. Telephone inquiries will not be honored. No faxed or emailed forms/submissions will be accepted. Mail submissions sent to: Department of Veterans Affairs Medical Center, Attn: Amy J. The Scoring for the A/E Interview will be as follows: The AE firm will be evaluated using the following criteria (1) PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACORY PERFORMANCE OF REQUIRED SERVICES- Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical, Fire Protection Engineer) In addition, provide resumes of other relevant team members such as Architect, Civil, Structural Engineers, Cost Estimator, and team members who will perform technical tasks under this contract. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of three (3) specific completed projects that best illustrate the individual team members experience relevant to this contract scope; (2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN THE TYPE WORK REQUIRED- Provide a detailed a narrative of up to 10 (maximum) relevant projects completed within the last 5 years, that best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; (3) PAST PERFORMANCES ON CONTRACTS WITH GOVERNMENT AGENCIES AND PRIVATE INDUSTRY IN TERMS OF COST CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH PERFORMANCE SCHEDULES. - Discuss firms' ability to work with Government entities and design standards or similar relevant experience with other entities. Provide a copy of all performance evaluations (NE) issued for government contracts (as applicable). For non-Federal contracts, provide facility owner documentation of the firms' performance issued on that contract. If know documentation exists, so state. Provide accessible owner points of contact: name, title address, telephone number, e-mail, and fax number and provide copies of awards and letters of appreciation/commendation as desired; (4) ORGANIZATION, MANAGEMENT, AND QUALITY CONTROL- Discussion of the firms' organization and management process. Demonstrated success of the Quality Control (QC) program used by the firm to ensure quality products. In narrative form outline the firms' approach to design and project management. Document the firms' ability to handle projects with multiple end-users and complex requirements. Describe the teams' organization. Provide an organization chart that identifies the overall relationship and lines of authority of the proposed team; (5) CAPACITY- to accomplish the work in the required time. Submission requirements for the prime and each proposed consultant to be assigned to the team, list all current projects with a design fee within the range of $500,000.00-$200,000.00 being designed in the firms' office. Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates (6) LOCATION- located within 150 miles radius of the Martinsburg VA Medical Center, 510 Butler Avenue, Martinsburg WV, 25405. Describe and illustrate the teams' knowledge of design approaches, construction materials, codes/ordinances costs and other conditions unique to the geographic area related to the contract for which the submittal is being made. (7) LITIGATION AND INSURANCE -Provide a detailed narrative of the firms current and past litigation and professional liability insurance certificate. -SEE ATTACHED SHORT LIST FORM This acquisition is for A/E Services, and is procured in accordance with the Brooks Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. AE firms meeting the requirements described in this announcement are invited to submit: (1) a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II and (2) any requested supplemental date to the procurement office shown. Firms registering for consideration for future Federal AE projects are encouraged to electronically submit SF 330 Part II, General Qualifications, to http://www.bpn.00v/orca/login.aspx, and to update at least annually. Firms with a SF 330 Part II on file in this central Federal database do not need to submit a Part II for this acquisition unless directed by the announcement. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of service required will be scheduled to provide an oral presentation/interview. These firms will then be shortlisted in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in the announcement.
