- This is a presolicitation notice only. This is not a request for proposal. The General Services Administration (GSA), Public Building Service (PBS) National Capital Region (NCR) Region 11, Office of Acquision, R & A West Branch intends to issue a RFP to perform Emergency HVAC Repairs located at 23289 Atopilot Drive, 2nd Floor, Dulles VA 20166. This requirement is 100% set aside for Veteran Owned businesses in accordance with FAR 19.2. The North American Industry Classification System (NAICS) code for this work is 236220; small business size standard is $36.5 million. All responsible firms may submit an offer. This is a competitive negotiated acquisition governed by procedures in FAR 15. Proposals will be evaluated by the Government using Best Value per FAR 15.101. GSA anticipates issuing the RFP on or about November 12, 2015, with receipt of proposals at a minimum of thirty (30) calendar days later. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.fbo.gov. Period of performance for this requirement shall be 90 calendar days. The project range is between $25,000 and $100,000. The contractor is to provide all labor, materials, equipment, transportation, and supervision necessary to: Furnish and install ten (10) new digital thermostat VAV controllers to replace existing that have been damaged or are nonfunctional Furnish and install one (1) 30 ton four stage cooling and natural gas rooftop package unit with programmable thermostat. A site visit will be conducted; the date, time and place to be set-forth in the RFP solicitation. Interested firms are encouraged to attend. Interested firms must be registered in the System for Award Management (SAM). Firms can register via the Internet site at https://www.sam.gov or by contacting SAM Service Desk at http://www.fds.gov. Interested firms are required to submit their resresentations and certifications through the SAM Website. The solicitation and associated information will be available from the FBO site mentioned above. No telephone requests will be accepted. The solicitation will not be a sealed bid and there will not be a formal bid opening. All inquiries must be in writing; preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FBO posting. Offeror's will not be reimbursed for proposal submittal expenses. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS.
