- Coaching Agreement Confidentiality Agreement Coaching IDP FRTIB Rules of Behavior FRTIB Banned Technologies Solicitation Non-Disclosure Agreement The Federal Retirement Thrift Investment Board (FRTIB or Agency) is an independent Federal Agency in the Executive branch created by the Federal Employees' Retirement System Act of 1986 (FERSA), Pub. L. No. 99-335, 100 Stat. 514 (codified as amended largely at 5 U.S.C. § 8351 and §§ 8401-79) to administer the Thrift Savings Plan (TSP). The TSP is a daily-valued, participant-directed retirement savings and investment plan for Federal civilian employees and members of the uniformed services. It offers its participants the same type of saving and tax benefits that many private corporations offer their employees under 401(k) plans. The TSP is the largest defined contribution plan in the world covering millions of participants and managing multi-billion dollar assets. The Agency has a permanent staff headquartered in Washington, D.C., supplemented by contract personnel, which assists the Executive Director in fulfilling the Agency's mission to act solely in the interests of the Thrift Savings Plan participants and beneficiaries and to carry out the policies set by the Board members for investment, administration, and management of the TSP. The FRTIB operates on non-appropriated funds. As a non-appropriated fund agency, it is not bound by the Federal Acquisition Regulation (FAR). The Human Resources Division (HRD), Office of Resource Management is responsible for providing cost-effective and coordinated strategies for the delivery of training and employee development programs that support the mission and goals of the agency. The agency has an Executive Coaching Program which attends to the developmental needs of executives, managers and supervisors. An Executive coaching program professionally complements and enhances the Executive Core Qualifications in leading change, leading people, being results driven, business acumen, building coalitions, and the fundamental competencies. To support agency goals and strategic planning for human capital solutions, succession planning, competency identification and development, the agency is seeking the services of high level professional coaches. The Agency intends to award a multiple award Blanket Purchase Agreement (BPA) for these services. Individual Call Orders will be placed for each coaching engagement.
