Description

PRE-SOLICITATION SYNOPSIS N40085-16-T-2206 This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential vendors of a single award combination Firm Fixed- Price (FFP)/ Indefinite Delivery/Indefinite Quantity services contract. The proposed contract will be a FFP performance-based contract for the rental and servicing of portable toilet units for the Marine Corps Recruit Depot (MCRD), Parris Island, Marine Corps Air Station (MCAS), Laurel Bay and Naval Hospital, Beaufort, S.C. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to provide rental and servicing of portable toilet units. The Contractor shall provide and service 146 portable toilets at MCRD, 35 portable toilets at MCAS/LB and 3 at the Naval Hospital on a full time basis under the Recurring/Fixed-Price portion of the contract. Additional quantities will be requested as needed for special events under the Non-recurring/Indefinite Delivery Indefinite Quantity (IDIQ) portion of the contract. The services will be acquired utilizing procedures under Federal Acquisition Regulations (FAR) 12 - Acquisition of Commercial Items and FAR 13.5 “ Test Program for Certain Commercial Items. This is a 100% small business set-aside action. The North American Industry Classification Standard (NAICS) for this procurement is 562991- Septic Tank and Related Services with an annual size standard of $7.5 million. The resulting contract will be for the period of a twelve (12) month base period and four (4) twelve month option periods. Quotes will be evaluated using the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) method. The resulting contract will be awarded to the responsible vendor whose quote, conforming the Request for Quote (RFQ), will be most advantageous to the Government, price and other evaluation factors considered. Vendors can view and/or download the solicitation and any attachments at the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil of the Federal Business Opportunities website available at https://www.fbo.gov. Notification of any updates or amendments to the solicitation will be posted in the same manner. The solicitation will be made available on or about 03 November 2015 THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Notification of any changes (amendments) to the solicitation will be done via the internet. It will be the responsibility of the contractor to check the website daily for any and all amendments to the solicitation. All contractual questions must be submitted in writing via E-mail to susan.roberts2@navy.mil. Telephone questions will not be accepted. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. NOTE: The contractor is required to register with the System for Award Management (SAM) prior to award of a contract. No contract award shall be made to any contractor that is not registered in SAM. Please visit the SAM website at www.sam.gov for information on how to register.
