Description
This is a 100% Small Business Set-Aside NAICS 541310 (Architectural-Engineer Services) applies to this acquisition, with a size standard of $7.5 million. PRE-PROPOSAL SITE VISIT: A pre-proposal site visit is scheduled for 11 a.m. EST, November 18, 2015 at the site, Puerto Rico National Park, Balneario de Boquerón, which is accessed from PR-101. Firms planning to attend the meeting shall advise Judy Parnell via e-mail: judy.parnell@gsa.gov with the names and contact information of the individuals attending no later than November 9, 2015. The General Services Administration intends to contract with one Architect-Engineer (A/E) firm to perform the design services needed to construct a new marine facility. The new marine facility will include: a marine support administrative building (estimated construction area 2580 sf); boat maintenance/storage hangar with hurricane tie downs (estimated 1500sf), exterior vehicular parking spaces, outdoor lighting, an emergency generator as well as physical security equipment and infrastructure, including but not limited to, CCTV, Intrusion Detection Systems, Perimeter Security Fencing, Secure Motorized Entry, as required by CBP Internal Affairs (IA) Security Management Division (SMD). The Brooks Act (40) U.S.C. 1101-1104) and Federal Acquisition Regulation (FAR) Part 36 Architect-Engineer selection procedures will be followed to competitively award one -stand-alone, firm-fixed-price contract. A Request for Proposal will be submitted to the firm deemed to be the most technically qualified after a selection process has been completed. The general geographic area of consideration is the Commonweath of Puerto Rico. To be considered for award, the selected A/E must be registered in the System for Award Management (SAM) database. Information on registration requirements can be obtained at https://www.sam.gov. Failure to register in this database may render your firm ineligible for award. Project Location: The Project will be located on a parcel of land of approximately 0.32 acres located in the Balneario de Boquerón in Cabo Rojo, Puerto Rico [Lambert coordinates (State Plane NAD 83 Meters) are: X: 121964.553, Y: 220078.492]. The proposed project area is managed by the Puerto Rico National Parks Company and is bordered on the north by the DNER Ranger Corps, on the south by FURA, on the east by a protected coastal lagoon, Caño Boquerón, and on the west by facilities of the Balneario de Boquerón (Public Beach) and Vacation Center. The Department of Homeland Security (DHS) has leased this land from Puerto Rico National Parks Company and has been operating from temporary facilities (mobile trailers) for their Mayaguez Marine Unit at this location s ince 1997. The CBP OAM Mayaguez Marine Unit Marine units of other law enforcement agencies, including the Department of Natural and Environmental Resources (DNER) Rangers and the Puerto Rico Joint Forces of Rapid Action (FURA) also use this location as a base of operations. In 2001, the Puerto Rico National Parks Company granted a formal permit to CBP to use and occupy the aforementioned parcel, allowing CBP to construct a permanent pier to replace a deteriorated floating pier at the site. On January 24, 2014 CBP submitted a request to design and construct a permanent facility for the Mayaguez Marine Unit on National Parks land located in Boquerón, Cabo Rojo, PR for the approval of the Puerto Rico National Parks Company and Department of the Interior (DOI). That request was approved June 30, 2014. The area connects to one lighted concrete pier at Caño Boquerón, which was built and is used by CBP for its marine operations. The new facility will be accessed from the main internal road of the Balneario de Boquerón, which is accessed from PR-101 km 18.5. All utilities are available within the PR National Parks Company complex. Existing utilities in the project area will be removed or relocated as needed to meet the design of the proposed facility. BACKGROUND AND REQUIRED SERVICES: Description of Marine Operations Project: The Mayaguez Marine Unit currently conducts mission critical Marine operations in Boquerón, PR from temporary facilities located on this parcel of land. The temporary facilities at this location are used 24 hours-per-day, 365 days-per-year, and are in continuous heavy use and are in need of replacement. Due to the climate and proximity to the water, the trailers are subject to extreme corrosion and have posed a constant maintenance change to CBP. The trailers do not provide adequate space to support the programmatic needs for effective Air and Marine operations. CBP proposes to construct and operate a new permanent facility at the site that would meet CBP current design standards and security requirements to meet its mission demands in order for the Marine Unit to conduct mission operations in the most effective manner possible. The proposed marine unit facility will address the health, safety, security, and operational deficiencies that exist currently. The facility will be equipped with an emergency power generator and water cistern. CBP will continue access to its boat docks/ramps that are located on the southeast side of the property entering the body of water - Cano Boqueron, a large naturally protected harbor off the Bahia de Boqueron and Caribbean Sea. The project does not include any improvement or construction on the existing dock or any construction works in U.S. Waters. The new facility will be designed in compliance with the current CBP OAM Facility Design Standard, as applicable for the site. The project is also intended to comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings Construction. In order to comply with the National Environmental Policy Act (NEPA) of 1969 as amended (PL-90-190), the Council of Environmental Quality's (CEQ's) Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act (Title 40 Code of Federal Regulations (CFR) Parts 1500 - 1508), DHS Management Directive (MD) 023-01, Environmental Planning Program, the National Historic Preservation Act (NHPA) of 1966 as amended (PL-96-515), DHS MD 017-01, Historic Preservation in Asset Management, the Endangers Species Act (ESA) as amended (PL-93-205), and the Coastal Zone Management Act (CZMA) as amended (PL-92-583) - CBP is working with an independent Environmental Engineering firm to analyze potential impacts to the human and natural environment associated with the construction of the new marine facility in Boqueron, Cabo Rojo, Puerto Nieves Vasquez, Puerto Rico and to present its findings in the form of an Environmental Assessment. As part of the Environmental Assessment, CBP will engage appropriate stakeholders and interested parties and conduct all appropriate consultations to achieve regulatory compliance. Project Delivery Approach The A-E will design and develop construction documents for the new building and boat maintenance/storage hangar, as well as a parking facility, lighting, and security fence and gate as well as physical security equipment and infrastructure, including but not limited to, CCTV, Intrusion Detection Systems, Perimeter Security Fencing, Secure Motorized Entry, as required by CBP Internal Affairs (IA) Security Management Division (SMD). The delivery method for the project will be Design-Bid-Build. The Design Phase Services are the following: Base Design Service •● Pre-Design / 3 Concepts/ Final Concept Design Phase •● 35% Design Development Phase •● 65% Construction Documents Phase •● 95% Construction Documents Phase •● Final Construction Documents Phase Contract Period The period of performance for the resulting contract will be 40 weeks from the date of contract award. Technical Evaluation Criteria Each firm must demonstrate their (including their consultants) qualifications with respect to the following selection criteria. An SF330 and a narrative that addresses the following factors must be submitted and will be evaluated to determine the most highly qualified firm/team based on the information provided. Failure to provide the required data or to comply with the instructions in this synopsis and SF330 instructions may result in a frm being considered less qualified or eliminated from consideration. FACTOR 1: PROFESSIONAL QUALIFICATIONS (SF 330, Part I, Section E) Included as part of the A/E team shall be licensed and certified professionals in the Commonwealth of Puerto Rico in the following disciplines: a) licensed architect; b) licensed mechanical engineer; c) licensed civil engineer; b) licensed structural engineer; c) security professional with design experience of modern security systems; and d) certified environmental specialist. FACTOR 2: SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE (SF 330, Part I, Section F) Demonstrate experience and knowledge on projects similar in size, scope and complexity. A project will be considered similar based on a consensus judgment of the TEB members that the project has enough characteristics or similarities in common with this project that it can be determined comparable. The evaluation will consider three (3) projects, at least 100% complete, within the past ten (10) years of the A/E Principal-in-Charge, the A/E Project Manager, the A/E Code/Specifications Expert, and the A/E Security Expert, either individually or collectively as a team. The A/E must demonstrate familiarity with the business environment of Puerto Rico. FACTOR NO. 3: CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME (SF 330, Part I, Section H) The required time frame to complete all stages of design from Design Concept through100% Submission (final) is 40 weeks from the date of contract award and includes GSA and CBP review periods, as specified in the Scope of Work. The total period of performance for the contract will be 40 weeks from contract award. The A/E will be required to provide the following: an organizational chart of their proposed team and a narrative description of their team's capabilities and techniques to accomplish the work of this contract in the required time frame. The narrative description shall not exceed two (2) 8½"x11" pages. FACTOR 4: PAST PERFORMANCE (SF 330, Part I, Section H) This factor will evaluate the offeror's past performance on Government contracts or other private industry contracts with respect to quality of work, cost control, compliance with performance schedules, reputation for reasonable and cooperative behavior, and business-like concern for the interest of the customer. FACTOR 5 - LOCATION IN THE GENERAL GEOGRAPHIC AREA OF THE PROJECT AND KNOWLEDGE OF THE LOCALITY OF THE PROJECT (SF330, Part I, Section H) The general geographic area is defined as the Commonwealth of Puerto Rico. Firms must have an active design office in Puerto Rico, or demonstrate how an active design office would be established within 30 days of contract award. Firms must demonstrate knowledge of the locality of the project. SUBMISSION REQUIREMENTS A/E firms that meet the requirements described in this announcement are invited to submit five (5) copies and an electronic copy (CD or flash drive) of their completed SF 330 and the information requested below to the following address: General Services Administration Attn: Judy Parnell, 7PQA 819 Taylor Street, Room 12A1 Fort Worth, TX 76102 The total page count of the SF330, Parts I and II, including all attachments is limited to 25 double-sided pages, numbered consecutively. The SF 330 shall be submitted on double-sided paper, using 12-point Times New Roman Style font in narrative elements, and a minimum of 10-point Times New Roman sytle font in tables. Page size shall be 8.5" x 11". All submissions shall be bound or placed in a 3-ring binder. It is recommended that submissions be developed, assembled, and tabulated in a manner that chronologically corresponds to and addresses the Technical Evaluation Criteria above. Note that in the event a submission exceeds the page limitations above, only the first 25 pages will be reviewed. Firms shall state on the SF 330, Block 5b, if they are a small business as characterized in the size standard for NAICS 541310 ($7.5 million).
