- RFI Details. Request for Information (RFI) Wargaming Tools In this Request for Information (RFI), the United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), seeks potential sources for wargaming software tools to use to study the impact of new or existing systems, equipment, software, tactics, and procedures on the outcome of various military operations. The USMC will use the wargaming software tools during the performance of the Command's Analysis of Alternatives (AoA) (see the Defense Acquisition Guidebook, Chapter 3, dated 28 June 2013 for a discussion of AoA during the acquisition process). MCSC will use the wargaming software tools to evaluate the effect of new, experimental, or notional systems within the USMC's intended operational environment. This analysis will provide useful information for USMC decision makers performing tradespace analysis (cost vs. schedule vs. performance). MCSC seeks information from industry as to whether a capability exists as a commercial item or as a nondevelopmental item (NDI) (as defined in FAR 2.101) to provide a wargaming software tool, including models and algorithms, that the USMC can use to: Assess the impact of new or existing systems, equipment, software, tactics, techniques and procedures (TTP) on the outcome of various military operations; Integrate into an operational scenario comprised of Live, Virtual, and Constructive (LVC) elements; Perform rapid adjustments in response to changes of the input parameters and data required to produce outputs; Move, display, synthesize, and manipulate information so that the anatomy of a decision can be understood and the autopsy of the results can be assessed; Represent the effects of decisions and events by evolving to accommodate the consequences and depicting the resultant situation; Adjudicate resolution of conflict and the management of results in real time; Merge, display, and manipulate inputs from different sources; and Support senior leader facilitated discussions and decision-making. Prospective firms are encouraged to electronically submit a capability summary in Microsoft Word for Office 2003-compatible format. RFI responses are limited to 12 pages in length using 10-point font or larger. In addition, the submission may include brochures or a CD-ROM describing or demonstrating the capability. For the 12-page narrative: (1) describe how the tool addresses requirements 1-8 above; (2) discuss the tool's ability to emulate real world systems or capabilities; (3) discuss the tool's ability to adapt to changes in design or capabilities; (4) state whether this capability is currently in use in at any Government agency, Military Department, or commercial entity (and identify the Government agency or Military Department); and (5) provide the tool's cost, maturity level, and current availability. In addition, please include (1) a written summary of the organization's current capability that can fulfill the above requirements; (2) a brief overview of the organization and its experience in this field of work; and (3) technical data related to the capability, including license fees and any limitations and restrictions on the government's license and use rights. Any vendor proprietary information must be marked as propriety on each page. The Government will not assume that any of the information provided is proprietary unless it is conspicuously marked on each page. The Government will not contact a respondent to determine whether any unmarked information is proprietary. In addition to the above, provide: •1. The name, address, and cage code of the organization; •2. Point of contact including name, title, telephone number, and email addresses; •3. Information if the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business; and •4. A statement of interest regarding the company's willingness to provide a no-obligation capability briefing or demonstration. Responses are requested no later than, 3:00 p.m. (Eastern Standard Time) on 8 December 2015. Notice Regarding Solicitation : Please note that this synopsis is for informational purposes only, to identify potential sources and to assist the Marine Corps in assessing current and future capabilities in the commercial marketplace. No requirement currently exists and no solicitation is being formulated. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government. Other : Vendors are solely responsible for all costs and expenses associated with their respective response to this RFI. The Government will not reimburse vendors for any costs associated with their respective response to this RFI, including, but not limited to any cost associated with any submission or information provided to the Government.
