Description

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office hereby gives notice of their intent to award a purchase order to Cydecor, Inc. (Cage Code: 3HBG4) on a single source basis. This procurement is being conducted utilizing the Simplified Acquisition Procedures (SAP) found at FAR part 13. Furthermore, this procurement is being processed on a single source basis in accordance with FAR 13.106-1(b). The applicable North American Industry Classification System (NAICS) code is 541990. The size standard is $15.0 Million for the applicable NAICS code. The Government intends to solicit and negotiate with Cydecor, Inc. to acquire Program Objective Memorandum (POM) assessment, program management, program analyst, IT, and administrative support services for the Office of the Chief of Naval Operations (OPNAV) Undersea Warfare Division (N97). The instant requirement is for a short-term interim period of performance (PoP) beginning 1 December 2015 and continuing through 31 May 2016. Cydecor, Inc. is the only source that can provide the required services for the interim period at the level required by the Government. Award to a different contractor via competition for the interim period is impractical because of the transition time required at both award and at the end of the contemplated PoP. The Government intends to award a competitive long-term contract solution for the continuing services to commence at the end of the contemplated PoP. A firm-fixed-price (FFP) type purchase order is anticipated. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, proposal, or quotation, which, if received by the response date of this synopsis, will be considered. A determination by the Government to not compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to continue with the contemplated single source strategy.
