Description
INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of all businesses (large or small) that can provide development, sustainment, and infrastructure for DISA's existing compliant data discovery service. The DISA's Emergent Services Division is seeking information from potential sources for engineering, development, sustainment support and infrastructure for DISA's existing compliant data discovery service that is used to order open source data from various content providers. As a framework, this service will support any community of interest. The service provides compliant data to users based on their organization's missions and authorities. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. ANTICIPATED PERIOD OF PERFORMANCE (PoP): This is for a nine month base period and four one-year options. PLACE OF CONTRACT PERFORMANCE: Work is to be performed at the contractor's facility. Travel for the purpose of training users and attending meetings may be required. REQUIRED CAPABILITIES: The Government requires contractor technical and service support personnel to provide for the continued development while sustaining and maintaining the current service and infrastructure for its existing compliant data delivery service. In order to be considered as a potential source, the contractor must demonstrate the following capabilities within their response: A. Their ability to provide system engineering to support an enterprise compliant data delivery service for ordering of open source data, one-time or saved querying of the data, and data delivery via a data router to an external end point, internal storage, or to local computers for download. B. Their ability to tag PII in high-volume streaming data without slowing down the stream. C. Their proficiency in the following software: Apache, Cassandra, Django, ElasticSearch, Google Charts, Google Translate, Highcharts JS, Host-Based Security System, InfoVis Toolkit, JavaScript, Linux, MongDB, MySql, Nginx. Node.js, Open Street Maps, Open Weather, Python, and SysTran. D. Their ability to enhance the compliant data delivery service in response to user requirements. E. Their ability to manage a scalable cloud infrastructure to include system and database administration. F. Their ability to provide anonymity to the user when visiting open source sites directly. G. Their ability to provide streaming, parsing, filtration, curation, index and, keyword and concept matching, translation interface, data export capability, Community of Interest (COI) saving and sharing capability, and ability to deliver data to an endpoint. H. Their ability to adjust the database and user interface as necessary to receive the new data sources with different schema. I. Their ability to seamlessly assume management of an existing data discovery service and its entire existing cloud infrastructure, sustain, and further develop the service without any interruptions in service. J. Their ability to provide open source data subject matter expertise to support development of training curricula and provide onsite training. SPECIAL REQUIREMENTS: The contractor shall provide a portion of their staff with Top Secret security clearances to ensure their ability to work in/visit secure Department of Defense facilities. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541511, size standard of $27.5M. This Sources Sought is requesting responses from all capable businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this sources sought you are requested to respond by providing a capabilities statement that speaks to this requirement. You are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this source sought. Responses must demonstrate the company's ability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address: 2) Name of company representative and their business title: 3) Type of Business: Large or Small 4) Cage Code: 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NASA SEWP, Federal Supply Schedules (FSS), CIO-SP3 SB or any other Government Agency contract vehicle. 6) Must demonstrate the required capabilities for each bullet listed (Bullets "A" through "J") within the "Required Capabilities" section of this announcement. Vendors who wish to respond to this Sources Sought should send responses via email by November 9, 2015 @ 5:00PM Eastern Standard Time (EST) to daniel.g.wartell.civ@mail.mil and silvia.molnillo-corral.civ@mail.mil. Interested businesses should submit a brief capabilities statement package (no more than ten pages) demonstrating ability to perform the services listed in this Technical Description. The ten page response does not include one cover page, one executive summary page, and one page for table of contents. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing source sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
