SHIRLEY PRIDE, SHIRLEY.P.PRIDE.CIV@MAIL.MIL, (256) 955-0745**** Synopsis: The US Army Contracting Command, Redstone Arsenal, Alabama is issuing this Sources Sought (SS) synopsis as a means of market research for identifying potential qualified sources for a Foreign Military Sales (FMS) procurement for complete Test, Teardown, & Evaluation (TTE) on an external rescue hoist (Model BL 10300-51) and upgrade of the reactive overload clutch. Overhaul of the external rescue hoist and the return of it to an operational state and upgraded to the most updated Original Equipment Manufacturers (OEM) configuration to include performing the reactive overload clutch upgrade may be required. This Sources Sought (SS) is for planning purposes only and shall not be considered as an invitation for bid, requests for quotation, request for proposal, abstracts, or as an obligation on the part of the Government to acquire any products or services. Your response to the SS will be treated as information only. No entitlement to payment, of direct or indirect costs, or charges by the Government will arise, as a result of a contractor's submission of a responses to this announcement or the Government's use of such information. This request does not constitute a solicitation for future proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the Government in developing its source acquisition strategy and statement of work/statement of objectives and performance specifications. The Government does not intend to award a contract solely on the basis of this SS or to otherwise pay for the information submitted in response to this SS. SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUB-Zone Small Business; Service-Disabled Veteran Owned, Veteran-Owned Small Businesses; 8(a) Small Business; Women-Owned Small Business; or Small Disadvantaged Business in order to assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The general purpose of this SS is to identify potential qualified sources to perform the TTE and possible overhaul of Model BL 10300-51 external rescue hoist. The FMS customer desires to have their hoist maintained in accordance with recently published OEM criteria extending the overhaul interval times from five (5) years to ten (10) years. The TTE Phase shall be completed no later than 45 days after arrival of asset. Following the TTE Phase, the overhaul and upgrade shall be completed within 60 days after contract award. Interested sources shall submit a brief capabilities statement package that demonstrates the ability to perform the requirement stated herein. Responses to this notice shall also include company name, address, point of contact, email address, phone number, size of business, length of time in business and NAICS code, and yours organization's experience with similar efforts. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Submission of any information in response to this market survey is strictly voluntary; the Government assumes no financial responsibility for any costs incurred for preparation of responses to this sources sought notification or any follow up information requests.
