Description
BACKGROUND. Civil Design and/or other Professional Services are being procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, as required for design support primarily for projects within or assigned to the Honolulu District, U.S. Army Corps of Engineers or within the Pacific Ocean Division. Contract capacity may be shared with other U.S. Army Corps of Engineers Districts upon approval by the Contracting Officer and acceptance by the Contractor. Work primarily includes but is not limited to any or all of the following range of Civil Engineering services for a broad variety of minor to major repair, modification, rehabilitation, alternatives and new construction projects primarily in support of the Department of Defense and associated Agencies. The work and type of services will consist primarily of preparation of design analyses and reports; plans and specifications for the site designs of predominantly vertical construction projects; horizontal construction projects may also be in the variety of work assigned. All design and other engineering-related services must be performed by or under the direct supervision of licensed professional Engineers. The Honolulu District, Army Corps of Engineers is contemplating the award of multiple indefinite delivery contracts (IDCs) for Civil Engineering Services in Support of Military and Civil Works in the Honolulu District and Pacific Ocean Division. The IDCs will consist of a base period of one year and two 1 year options. The amount will not exceed a cumulative total of $30,000,000 for all contracts awarded under the solicitation, over the three (3) year period. Work is subject to the availability of funds. Each task order issued shall be firm-fixed price (as negotiated). Funding shall be cited on individual task orders. Only firms considered highly qualified will be awarded a contract. Work under this contract will be subject to satisfactory negotiation of individual task orders. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. SIZE STANDARD. The North American Industrial Classification Code (NAICS) for this procurement is 541330. This announcement is open to all businesses regardless of size. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan for that part of work it intends to subcontract. All interested A-E firms are reminded that, in accordance with the provisions of PL 95-507, they will be expected to place subcontracts to the maximum practicable extent consistent with the efficient performance of the contract with small and small disadvantaged firms. Before a Small Disadvantaged Business is proposed as a potential subcontractor, they must be registered in the database maintained by the U.S. Small business Administration (PRO-Net). Failure of a proposed small disadvantaged business to be registered in PRO-Net at the time the responses are submitted will result in their elimination as a proposed subcontractor. To be eligible for contract award, firms must be registered in DoD System for Award Management (SAM). Register via the SAM internet site at https://www.sam.gov or by contracting the DoD Electronic Commerce Information Center at 1-888-227-2423. CONTRACT INFORMATION. No specific projects or tasks are identified at this time and therefore funds are not presently available for the contract. All projects will be Civil in nature and may include preparation of design analyses and reports; plans and specifications for the site designs of predominantly vertical construction projects; horizontal construction projects may also be in the variety of work assigned. Additional detail on the specific activities related to these types of projects will be documented in the Contract. The firm must have primary capability in civil engineering including: site and installation utility design including water distribution, storage and pumping, wastewater collection system design for tropical and subarctic environments; hydraulics and hydrologic analysis, storm water collection system design, low impact development; site development, earthwork, grading and drainage; roadway design and traffic engineering; and antiterrorism/force protection, and physical security. Computer-aided drafting (CAD), format of CAD products, understanding and compliance with A/E/C standards will be required. Civil 3D Modeling may be required. Designs will be prepared using US Standard English units of measure, however, selected projects may require metric units. All services shall be performed in accordance with applicable Installation Design Guide, as well as, all applicable codes and criteria required for Government work and all applicable laws, codes and regulations pertinent to accessibility. All work shall be performed in accordance with Federal Acquisition Regulation (FAR) (https://www.acquisition.gov/FAR/). ProjNet (DrChecks) (https://www.projnet.org) will be used for comment resolution of all design review submittals. We are requesting that all interested and qualified businesses respond to this sources sought notice with a capability statement similar to your marketing package used in everyday business. The statement should clearly express how your company is uniquely capable and qualified to handle tasks associated with this sources sought; and summarize experience on projects completed which included work identified above. The Government will utilize this information in determining an acquisition strategy. It should be noted that Defense Federal Acquisition Supplement (DFARS) 219.502-1 states "Do not set aside acquisitions for Architect-Engineer services for military construction or family housing projects of $400,000 or more (10 U.S.C. 2855), including indefinite delivery and indefinite quantity contracts if the value of all anticipated orders is expected to total $400,000 or more." Therefore, since the Honolulu District projects a need for Architect-Engineer services (Civil) for military construction in FY17 - FY19, and such requirements are estimated to be over $400,000, this requirement is not planned as a "set aside." In other words, competition will not be restricted to a particular socio-economic group. Small Businesses replying this notice are asked to state the socio-economic categories in which your company belongs (8(a), Hub-zone, Service Disabled Veteran Owned Small Business, and Woman Owned). Your capabilities statement must be submitted electronically to the U.S. Army Corps of Engineers, Honolulu District, to Graeme Silva at graeme.l.silva@usace.army.mil. The capability statement must be submitted no later than 13 Nov 2015. The capability briefing package shall be limited to no more than 7 pages. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Honolulu District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
