- Please note the Grantee has responded to the following 3 questions: 1) We are a US entity that is a subsidiary of a [foreign] based parent company. For the determination of the award criteria the RFP states: "The qualified bidder will be expected to provide evidence of satisfactorily executing at least five (5) similar projects within the past 10 years". Can project experience from our parent company based out of the [foreign country] or other affiliates based out of other countries from the US be counted as credentials for consideration for the Award Criteria? Grantee response: The experience of the foreign parent company as well as the experience of other affiliates based outside of the United States WILL NOT be counted or considered as credentials for the Award Criteria, UNLESS it is demonstrated that the proposed staff member that worked on the project(s) are employees of the U.S. firm. Employees of the foreign parent company cannot be used to staff the USTDA study. 2) We are a US entity that is a subsidiary of a UK based parent company. For the determination of the award criteria component "International + Host Country Experience (15%)". Can project experience from our parent company based out of the UK or other affiliates based out of other countries from the US be counted as credentials for consideration for the Award Criteria? Grantee response: The experience of the foreign parent company as well as the experience of other affiliates based outside of the United States WILL NOT be counted or considered as credentials for the Award Criteria, UNLESS it is demonstrated that the proposed staff member that worked on the project(s) are employees of the U.S. firm. Employees of the foreign parent company cannot be used to staff the USTDA study. 3) In order to estimate the level of effort required to perform the feasibility study, can you please provide a summary of the information available for the existing equipment and installations to be studied for upgrades or replacements of the project? Is there an existing inventory of equipment with key information such as, equipment specs, date of installation, performance, maintenance records, etc? Grantee response: This information will be provided to the firm after contract award. To evaluate the level of effort, the primary information has been provided in the RFP. Some of the requested information will be gathered in the course of the study.
