Description
AS BUILTS SOLICITATION Specifications to replace metal doors with installation of fiberglass doors at the three Sluice Gate Towers at Canton Dam, Canton Lake, Blaine County, Canton, Oklahoma. 5 Oct 2015 The contractor will furnish manpower, supplies, and equipment to replace old deteriorated metal doors with customized heavy duty fiberglass doors. The metal doors to be replaced are at the three sluice gate towers at Canton Dam. The three sluice gate towers are incorporated into the Canton Dam spillway bridge that is located on Oklahoma State Hwy 58A north of Canton, OK. There will be 6 new heavy duty fiberglass doors, or 3 pairs, that should be custom sized for the three openings at the three gate tower locations. The three door openings are approximately 36 inches wide by 80 inches tall. (See attached as built drawings) There shall be two doors installed for each opening with both doors being of approximate equal size. Each pair of doors shall include one inactive door and one door with handle and IC Core lock. The existing doors and jams were installed in 1948. The existing metal door jams will not be replaced (no new door framing), but do exhibit some deterioration which may affect mounting of the new doors. Some minor repair of the door jams may be required. Door thresholds will have to be replaced. Required hardware to be installed includes heavy duty butt hinges, door pull handles, cylindrical locksets for IC Core locks, spring loaded top and bottom latches to secure inactive doors to door frames when closed, fold down door stops mounted at the bottom of each door and surface flush bolts. All hardware will be solid brass. The fiberglass doors shall be heavy duty commercial doors (not residential). The color shall be Bronze. Removal of the existing metal doors shall coincide with installation of the new doors so they can be locked to keep operations at the dam secure. The door openings shall not be left open and unattended at any time. REFERENCES US ARMY CORPS OF ENGINEERS SAFETY AND HEALTH MANUAL EM385-1-1 dated 30 November 2014. WORK HOURS Regular work hours will begin no earlier than 8:00 am, Monday through Friday, excluding Federal holidays. Any proposed changes to the work hours must be approved by the COR. SAFETY REQUIREMENTS The contractor shall comply with the Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 dated 30 November 2014 and all applicable Federal, State, and local safety codes and practices. It is the contractor's responsibility to insure public safety during the entire duration of the contract. Necessary signs, barriers, warning devices, etc. shall be operated and maintained by the contractor at contractor expense. Contractor employees shall comply with the minimum dress requirements and personal protective equipment as stated in Section 5 of EM 385-1-1. Paragraph 05.F of Section 5 describes the use of high visibility apparel when exposed to traffic. One lane of vehicle traffic nearest the gate towers shall be closed with the use of barricades or large cones while working on the doors as described in EM 385-1-1, Section 8, Paragraph 8.C. Fall protection practices shall be adhered to if working from the inside of the gate towers as described in the EM 385-1-1, Section 21.D. All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. Equipment All equipment used to perform work under this contract shall be in good operating and mechanical condition and shall comply with Section 18 of EM 385-1-1. PREWORK CONFERENCE A pre-work conference will be held with the Contracting Office (or Contracting Officer's Representative) and contractor prior to the commencement of any work. The contractor's responsible person and necessary administrative staff shall be required to attend this meeting. Procedures for proper invoicing and payment, schedule, etc., will be covered at this time. BASIS FOR PAYMENT Payment will be lump sum upon completion of the work and acceptance by the Contracting Officer's Representative (COR). A final inspection by the COR and a contract representative will be conducted to insure all services and materials are satisfactory and in working order before release of payment. PERFORMANCE PERIOD Period of performance is 60 days from date of award. The contractor is allowed to quote a lead time if they need more than 60 days to complete the work due to the customized fiberglass door fabrication.
