- The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to provide Contractor Instruction Services (CIS) for Navigation, Seamanship and Shiphandling (NSS) training located at multiple sites worldwide. It is anticipated that a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity contract will be awarded. The Period of Performance (POP) of this contract is 60 months, inclusive of one (1) base year and four (4) 12-month options. Start of contractor performance will be 15 June 2016 inclusive of 60 days mobilization period. NSS training sites are located in US Navy Fleet Concentration Areas and include high fidelity shiphandling simulators. The anticipated services to be provided are delivery of Contractor Instructor training using standard industry equipment as well as the scheduling and coordination of training events through the administration of a web-based scheduling tool to provide accessibility to ships at sea. There are ten (10) sites that will require training on an on-call basis in response to the operational schedule of the fleet. Six (6) of the sites are in the Continental U.S. (CONUS) while four (4) of the sites are Outside the Continental U.S. (OCONUS). The six CONUS sites are Mayport, FL, Norfolk, VA, San Diego, CA, Everett, WA, Pearl Harbor, HI, and Newport, RI. The four OCONUS sites are Sasebo, Japan, Yokosuka, Japan, Manama, Bahrain, and Rota, Spain. Examples of the types of instruction to be provided are Bridge Resource Management (BRM) and Basic Ship-Handling (BSH), Surface Command Assessment, Navigation and Ship-handling Special Evolutions and various other Navigation and Ship-handling bridge watch-stander scenarios. Based on a preliminary risk assessment conducted by NAWCTSD, this task is expected to be competed under the unrestricted LOT of FTSS III. The risk assessment took into account the complexity of managing this dynamic training requirement to include OCONUS sites and the associated requirement for continuous connectivity to the operational fleet. Overseas contracts have inherent risks which may include but are not limited to unique tax implications and a lack of fully defined issues affecting these types of contracts. During the acquisition planning stage for FTSS III, it was determined that small businesses were not suitable for contracts that had overseas components. In addition to this inherent complexity, the requirement for delivery of a web based scheduling tool with fleet connectivity raises the risk to an unacceptable level. Businesses potentially willing to submit a proposal are invited to provide a capabilities statement which contains, at a minimum, business size and the Lot(s) that they have been awarded contracts under the Fielded Training Support Systems (FTSS III) Multiple Award Contract (MAC). NAWCTSD requests any small businesses with a compelling argument as to why their firm should be eligible to propose to this task, submit a capabilities statement inclusive of the following: (1) justification that shows how the inherent risks associated with this requirement can be mitigated to include demonstration of successful Past Performance in a similarly complex environment; (2) contracts with a minimum of two (2) OCONUS sites and four (4) CONUS sites simultaneously, for contractor instructor services; (3) dollar values and site locations; and (4) Point of Contact (POC) for each site to include name, address, phone, email.
