- Solicitation is released on 29OCT2015 and will close approximately thirty (30) days thereafter on 30NOV2015. All interested parties may download the solicitation and any amendments at https://www.fbo.gov/. It is the intention of the Navy to issue this RFP through electronic means only. This is a solicitation notice for supplies and services having the intent to award a Firm Fixed Price (FFP) / Cost Plus Fixed Fee (CPFF) contract for supplies and services. The Naval Surface Warfare Center Philadelphia Division (NSWC PD) intends to solicit as a Total Small Business Set-Aside basis the purchase of Liquid Oxygen Production and Storage System (LOX). The systems shall be a Reverse-Brayton Cycle Liquid Oxygen Production and Storage system in accordance with Navy design specifications. The LOX system will employ Vacuum Swing Adsorption (VSA) technology to separate oxygen from ambient air, a liquefier based on the Reverse-Brayton Cycle and a cryogenic storage tank. Additionally requirements include: installation support services; spare parts for the oxygen generators; and associated Technical data as required. This acquisition will be issued as a Total Small Business Set-Aside. The NAICS code for this acquisition is 333999. The Government intends to award an Indefinite Quantity, Indefinite Delivery, Firm Fixed Priced (FFP) / Cost Plus Fixed Fee (CPFF) contract utilizing Lowest Price Technicaly Acceptable (LPTA) Procedures. The period of performance for this acquisition is anticipated to be sixty (60) months. Solicitation is released on 29OCT2015 and will close approximately thirty (30) days thereafter on 30NOV2015.
