Description
INTRODUCTION The Communications-Electronics Command (CECOM) Software Engineering Center (SEC), Services Directorate, Engineering Services Division (ESD) and the Army Contracting Command (ACC) at Aberdeen Proving Ground (APG) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Army Data Management Program Policies, Processes and Standards Support Services, Content / Knowledge Management Solution Services, Data Centric Solution Services, Portfolio Architecture Solution Services and contract management. The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." PROGRAM BACKGROUND The mission of Engineering Services Division (ESD) is to provide Enterprise Solutions through Centralized Life Cycle Engineering, Management, and Support for Customers Supporting the Warfighter. Core areas include: Enterprise Resource Planning (ERP)/ Service-oriented Architecture (SOA)/Business Intelligence (BI), knowledge management, subject matter experts consulting; Design, implementation, test and administration of Cloud Infrastructures; Center of Excellence for Application and Data Center Support; Enterprise Net Centric lifecycle support, from planning through blueprint, to include establishing and implementing migration strategies; Support for the Army Chief Information Office (CIO)/G6s efforts to create a common data strategy for all of the Army through the Army Net Centric Data Strategy (ANCDS) Center of Excellence (CoE). This acquisition effort enables ESD to complete more of its mission then with organic resources alone. REQUIRED CAPABILITIES The Contractor shall have the capability to satisfy the following: Army Data Management Program Policies, Processes and Standards Support Service The Contractor shall analyze, prepare, and coordinate change proposals for Army, Joint and International data centric configuration control boards. The Contractor shall coordinate, facilitate, and administer work groups, forums, Communities of Interest (COI), and boards for Army, Joint and International data centric initiatives. The Contractor shall develop, document, provide, and execute strategic communication plan for Army Data Management Program. The Contractor shall document, review, revise, and publish policies, processes, and standards for Army Data Management Program. The Contractor shall publish, create, review, and revise Information Exchange Specifications and Requirements (IES & IER) standards for Army Data Management Program. Content / Knowledge Management Solution Services: The Contractor shall develop, document, and implement stakeholder specific content management programs for Army Enterprise Content Management Collaboration Services program initiatives. The Contractor shall analyze, assess, and prepare content for stakeholder specific content management programs. The Contractor shall design, test, implement, and sustain custom configurations of existing enterprise content management applications for stakeholder specific content management programs. The Contractor shall assess, plan, and perform content management migrations for stakeholder specific content management programs. The Contractor shall provide, conduct, and document knowledge management maturity assessment for stakeholder specific knowledge management initiatives. The Contractor shall document, assess, analyze, develop, and modify knowledge management architecture for stakeholder specific knowledge management initiatives. The Contractor shall sustain, design, build, test, and deploy knowledge management applications for stakeholder specific knowledge management initiatives. The Contractor shall develop, document, provide, and conduct content/knowledge management training for stakeholder specific content/knowledge management programs. The Contractor shall provide and prepare Data Use / Data Sharing Agreements for data centric solution initiatives. The Contractor shall maintain, develop, document, and implement Data Standards for data centric solution initiatives. The Contractor shall analyze, prepare, document, maintain, and provide Defense Business System Acquisition Documentation Packages for data centric solution initiatives. The Contractor shall prepare and provide Authoritative Data Source Registrations for data centric solution initiatives. The Contractor shall conduct, provide, and document data centric organizational maturity assessments for the Army Data Management Program. The Contractor shall develop, document, and sustain Information Exchange Specifications and Requirements (IES & IER) for data centric solution initiatives. Portfolio Architecture Solution Services: The Contractor shall assess, modify, develop, document, and provide Portfolio Architecture for Department of Defense Information Technology Enterprise Strategy and Roadmap initiatives. The Contractor shall conduct, document, and provide Portfolio Rationalization for Department of Defense Information Technology Enterprise Strategy and Roadmap initiatives. The Contractor shall conduct, document, and provide Application discovery and decomposition for Department of Defense Information Technology Enterprise Strategy and Roadmap initiatives to inform portfolio rationalization, modernization and migration decisions, planning and execution.. The Contractor shall develop and document functional and technical specifications for Department of Defense Information Technology Enterprise Strategy and Roadmap initiatives. The Contractor shall plan, document, and execute portfolio responsibility transfers for Department of Defense Information Technology Enterprise Strategy and Roadmap initiatives. The Contractor shall develop, document, and provide portfolio modernization plans for Department of Defense Information Technology Enterprise Strategy and Roadmap initiatives. Contract Management: The Contractor shall prepare and submit reports for this contract. The Contractor shall conduct and document bi-weekly status meetings for this contract. The Contractor shall plan, conduct, and document risk management for this contract. The Contractor shall plan, conduct, and document quality management for this contract. The Contractor shall develop, maintain, and provide master schedule for this contract. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a Secret Facility Clearance. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than six (6) pages in length in Arial font of not less than 12 pitch. All responses under this Sources Sought Notice must be e-mailed to Rebecca Zarriilo at REBECCA.L.ZARRILLO.CIV@MAIL.MIL. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) What specific technical skills and domain knowledge does your company possess which ensure capability to perform the requirements? 3.) Can or has your company managed a team of subcontractors before? If so, provide detail. 4.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the requirements described in REQUIRED CAPABILITIES. 5.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 6.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 7.) What specific experience does your company have in support of NATO activities? 8.) Does your company have a facility within the commuting distance of forty nine (49) miles of Aberdeen Proving Ground (APG)? If no, please describe how your company will satisfy the requirements. 8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated Ordering Period consists of five (5) years commencing in March 2016. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be a Single Award Indefinite Delivery Indefinite Quantity (IDIQ). Specifics regarding the Level of Effort will be provided in the solicitation. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Analyst, Rebecca Zarrillo, in either Microsoft Word or Portable Document Format (PDF), via email. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the Contract Analyst identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
