- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quote and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. Military Sealift Command (MSC) is seeking eligible businesses to procure material and equipment to design, deliver, install, and commission a fully functional stand-alone Auxiliary Pre-Stage Refrigeration (APR) system on each of the fourteen (14) T-AKE Class ships. The Contractor shall visit and assess each ship for equipment and space variations. Installs shall be performed during scheduled 14 day repair availabilities over a 36 month period. System Design: The Contractor shall design an APR system based on the requirements contained in the specification as well as any applicable requirements the Government Furnished Information (GFI) references. The Contractor shall be responsible for verifying the accuracy of all GFI to be used in the design of the APR system. The design shall only consider equipment and components available Commercially Off the Shelf (COTS). Design Deliverables: The contractor shall develop a complete work package for all T-AKE ships, with indications of differences between hulls in the corresponding locations on the drawings and in the documents. The following deliverables are the components of a complete work package; Modification Drawings (ABS Approved) and Inspection and Test Plan. Support Requirements: The contractor shall provide support in the form of all necessary training for the operation of the APR systems to ship's personnel on-site at the ship at each ship installation and onsite maintenance services within a 48 hour window for all parts, labor and material for both hardware and software during the warranty period. Logistics Support Documents: The contractor shall provide/update the following logistics support documents; Technical Manual, Technical Support Data, Repair Parts Support, Purchase orders, Provisioning Item Order for Supplies, Automation Programming, and System and Subsystem Warranties. The estimated issue date of this solicitation (N32205-16-T-4327) is on or about 07 Dec 2015. After issuance, the solicitation may be obtained on the FedBizOpps website: https://www.fbo.gov/. All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether, a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract on or about 8 Feb 2015. The Appropriate NAICS Code is 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, which has a size standard of 750. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to complete the requested work. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE code and a statement regarding small business designation and status; (2) Partnership agreements with any large businesses. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information.
