- REQUEST FOR INFORMATION: PURSUANT TO FAR 15.201(e) - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued. BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS: The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR-4.11.4-Special Communications Mission Solutions (SCMS) Division is soliciting information and comments from industry on its ability to provide a non-developmental or Commercial-Off-The-Shelf (COTS) Content Management System (CMS) application designed to create webpages as well as deploy and manage the Marine Corps College of Distance Education and Training (CDET) web content. The CDET web content includes video, graphics, text and photo files which are primarily designed to provide distance education and web-based training. In addition to document management and web page creation, the CMS may be used to track training plans and courses completed and presented in a Learning Management System format. The CDET also desires to take advantage of technical advances that provide real time collaboration tools for teachers creating training content and for student to student teamwork. The CMS may also be used to present training across multiple platforms to include mobile devices and using touch technology. RESPONSES Requested Information: Respondents shall submit written responses, not-to-exceed ten (10) pages in length via electronic mail. Product specification, release notes, functional descriptions or listings of authorized distributors are not to count as part of the page count. Respondents are requested to provide Content Management System software solution to include details specifically describing the areas identified below: Webpage Creation and Management • create, update, maintain and delete website(s) and web pages tools • web page template library description • webpage organizational structure • design element features (e.g., columns, side bars, panels, banners, etc.) • image manipulation tools (e.g., resizing, rotating, cropping, etc.) • multiple device type interaction (e.g. desktop, mobile) • user interface elements (e.g. mouse-driven, touch-based) • search engine optimization features • web page authoring mode availability Content Repository • content organization structure of digital asset repository • version control and check in/check out features • content restrictions features (i.e., read-only) • archive rules • video transcoding features • metadata application scenarios • multiple user editing tools (e.g., annotations, comments, etc.) • non-connectivity scenario capabilities (i.e., download of designated content) Permissions Management • management of user groups (e.g., adding/removing users, naming groups) • default permissions vs. customizable permission tools • permission feature description: o permissions assigned to users and/or user groups o parent website permissions related to children page permissions o tools to view users' assigned permissions Search Capability • keyword search tools • number of alternative search tools (e.g., content types, when last used, format, etc.) Web Forms • default form template options • dynamic field features (e.g., fields are added or removed, prepopulate fields with stored data from user profiles) • file attachment features Social Connectivity / Web Communication • internal messaging tools • capability to create social communities • collaborative interaction tools Mobile • compatibility with mobile devices (i.e., smartphones, tablets) • tools to change or lock down edits per specific devices • pre-production preview capability per various device types Metrics, Analytics, and Reporting • standard reporting and/or ad hoc reporting tools • user metrics reporting features (e.g. device used, web browser, operating system) • video content reporting feature (e.g., how long the user viewed video, at what point did user stop video) • integration with an analytics platform capability Workflow • automated system workflow capabilities (e.g., approval, digital signature, notifications, audit trail, etc.) • ad-hoc and pre-defined workflow features • tools to trigger workflow (i.e. expirations, submissions, courseware completions) • delegate approval authority tool System Integration • list of certifications and standards to include inclusion on the DISA Approved Product List (APL) • content management framework - list of technologies supported • types of platform language(s) supported • features designed to accommodate increased system load (i.e., multiple virtual machines, horizontal scaling) • limitations on external administrative access and third party software • encryption and security systems supported • list of supported computing platforms System Integration Support • description of support options for system integration of CMS within existing framework • any certifications required for optimization efforts The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided as a separate document, marked as PRICE DATA. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Government will not use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information. How to Respond Interested parties shall respond with solutions that meet all or a subset of the aforementioned attributes. The first section of the response will provide administrative information, and shall include the following as a minimum: organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and name and e-mail of designated point of contact.
