- RFI ***Please see the attachment for a full description and submission instructions****** The Transportation Security Administration (TSA), Office of Intelligence and Analysis (OIA), Program Management Division (PMD) is seeking qualified sources to provide Tier 2 Customer Service Support on behalf of TSA, to the transportation sector populations that are managed within the Office of Intelligence and Analysis (OIA) Program Management Division (PMD). These programs include, but not limited to the following: Hazardous Materials Endorsement (HME) Threat Assessment Program, the Transportation Worker Identification Credential (TWIC) Program, Aviation Workers Program, Alien Flight Student Program (AFSP), General Aviation, and the TSA Pre® Application Program. The Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act was enacted on October 25, 2001. To reduce the risk of terrorism, TSA meets this statutory mandate and conducts a security threat assessment (STA) which includes several layers of security checks. Applicants must volunteer biographic and biometric (fingerprint) information to TSA in an approved and established format to facilitate the security threat assessment process. TSA uses web-enabled internal systems as primary tools for gathering, viewing and synthesizing information needed to conduct STAs and render decisions. During the STA process, the Adjudication Center and OIA Programs may be required to communicate directly with applicants. This communication may advise the status of enrollment, require the applicant to submit additional documentation to OIA Programs and/or Adjudication Center, and answer any program specific questions that applicants may have.
