- This is a request for information (RFI) only. This is not an invitation for bids (IFB), request for quotations (RFQ), or request for proposals (RFP). The US Government is seeking sources to provide hardware and software requirements to satisfy the United States (US) Army’s Depot Maintenance Plant Equipment (DMPE) requirements for testing and servicing Phased Array Tracking Radar to Intercept of Target (PATRIOT) Missile Systems. These requirements include new Test Equipment as well as upgrades to Test Equipment already existing at Letterkenny Army Depot (LEAD). The Test Stations are used to support the PATRIOT Secondary Item Repair and Major Item Overhaul programs. Background: The US Army, Lower Tier Project Office (LTPO) has identified a need to provide hardware and software requirements to satisfy the US Army’s DMPE requirements for testing and servicing PATRIOT Missile Systems. It is anticipated that this requirement will be a follow-on three-year Firm Fixed Price contract for FY17-FY19, with a need date of 1 November 2016. The contractor, as an independent contractor and not as an agent of the US Government shall furnish all supplies, labor and services required to fabricate, assemble, inspect, test, deliver, install, demonstrate, upgrade and provide new equipment to manage and support DMPE located at LEAD. This support includes the delivery and installation of test equipment, acceptance tests of major end items (MEIs), perform system level integration and checkout in accordance with technical data packages, and provide associated spares, initial training programs and technical support documentation to implement testing of Radars with the Radar Digital Processor (RDP) modification and Engagement Control Stations with Post Deployment Build (PDB) Hardware modification using PDB-8 Software at LEAD. The contractor shall procure, integrate, and test software necessary to deliver a new P2258 Antenna Test Station. The Test Set shall be updated to include testing of an array with the new Peripheral Electronic Assembly (PEA) Box. In addition to the P2258 Antenna Test Station, the contractor shall provide 180 hours of technical support and advice on the installation, checkout, maintenance and repair of existing DMPE located at Letterkenny Army Depot. Option Year Requirements: The contractor shall maintain the capability to furnish supplies, labor and services required to fabricate, assemble, inspect, test, deliver, install, manage and support DMPE located at LEAD (to include Launcher Data Link Terminal Module, Launcher Test Station Upgrade, a new P2260 Patriot Shelter Interface Test Station, a new Radar Flush and Fill Cart (FFC), a new P2261 Radar Diagnostics Test Station, and Option Year Technical Assistance (420 hours)). Interested firms who believe they are capable of providing the above mentioned items are invited to indicate their interest by providing: 1. Company name, company address, overnight delivery address (if different from mailing address), Cage Code, point of contact, e-mail address, telephone number, fax number. 2. Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.) 3. Affirmation of cleared personnel. 4. A description of the company’s expertise in providing manufacturing expertise and producing hardware as identified above. 5. The company’s experience in meeting contractual due dates for similar type efforts. All responses shall be unclassified. All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. This RFI is for planning purposes only and shall not be considered as an IFB, RFQ, or RFP. Additionally, there is no obligation on the part of the Government to acquire any products described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The Government does not intend to distribute a technical data package as a result of this request. Contractors that would like to become source approved should follow the appropriate steps to become a source approved supplier of these parts as outlined on the AMCOM Competition Management Office website page entitled “Missile SAR Instructions” for more detailed information on the process.
