- Sources Sought Template (Intent to Purchase on Sole-Source Basis) FROM: (Micah Tapp/411 SCMS/GULC) TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of NSN 5826-01-622-0442HL, Multi-Function Display. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Multi-Function Display (MFD), NSN 5826-01-622-0442HL. ITEM DESCRIPTION: MFDs are installed in the pilot, co-pilot, and center instrument panel positions and are interchangeable with each other because they have the same hardware and software configuration in each position. They contain software for an Electronic Flight Instrument System (EFIS) display, an Engine Instrument and Crew Alert System (EICAS) display, and a reversionary display. They are also integrated with the navigation avionics by an Aeronautical Radio Inc. (ARINC) 429 digital data bus. IMPEDIMENT TO COMPETITION: The capabilities to fill this requirement are only available from Astronautics due to the fact that they are the only known owner of the technical data required to manufacture this item, which is installed on the TH-1H helicopter. They have sole proprietary rights to the data and have declined to sell them to the Government. At this time, it appears that the Operations, Safety, Suitability, and Effectiveness (OSS&E) can only be maintained by seeking procurement from Astronautics. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to Astronautics Corporation of America for the manufacture of the Multi-Function Display in support of the TH-1H Helicopter Program. Other interested parties may identify their interest and capability to respond to the requirement no later than 10 November 2015 by emailing Micah Tapp at micah.tapp.2@us.af.mil or dla.dlr.proc@us.af.mil The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
