Description
AHRQ Collaborative Workspace Enterprise Subscription, Training and Support: HyperOffice Enterprise Collaboration Platform Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Agency for Healthcare Research and Quality (AHRQ) intends to sole source to: Company.Com LLC 590 Minosa Blvd. Ste. 210 Roswell, GA 30075-5083 The US Department of Health and Human Services (DHHS), Agency for Healthcare Research and Quality (AHRQ) has a need to renew its current HyperOffice Enterprise Collaboration Platform subscription, support and maintenance agreement for collaborative workspaces. AHRQ deployed and implemented the WebEx One online meeting platform starting in 2007. The WebEx One enterprise license model was adopted in 2010 for cost-savings and ease of setting up new collaborative workspaces to support program initiatives and portfolios. It was approved as centralized IT infrastructure, and supported in the cloud, for secure collaborative extranet sites and ease of deployment, with annual renewals for licensing and maintenance. The WebEx One online meeting platform came to end-of-life Nov. 30, 2014, requiring AHRQ to transition all content and collaborative workspaces to a new platform prior to the decommissioning date. After conducting market research and analysis in 2014 it was determined that the Company.Com product, HyperOffice, was the only service provider who can meet all of the requirements for the migration, implementation, transition and on-going support necessary to allow AHRQ to efficiently and seamlessly continue to provide this collaborative workspace service. A one-year contract for migration and the collaborative workspace platform was awarded to Company.Com, November 2014. The HyperOffice Enterprise Subscription provides unlimited registered member accounts across unlimited workspace sites and with unlimited storage. The HyperOffice platform supports security certification (SSL encryption), is HIPPA Compliant and encompasses features such as full-text search, supports all file formats, shared calendars and contacts, project and tasks assignments and resident databases. A centralized administrative console is effectively and easily used to manage the workspaces from an enterprise standpoint, to create accounts, and to set permissions. Due to the recent transition from WebEx One to HyperOffice, switching to a new provider duplicates recently performed transitional work. This can cause critical loss in data, operability issues and delays among users who are already trained in and familiar with the HyperOffice platform. Switching to a new service provider would create a burden to the AHRQ HyperOffice Portal community to switch to another provider. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
