- The United States Army Corps of Engineers (USACE) Engineer Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) in Hanover, NH requires an extension of Janitorial Services from the period of 1 February 2016 through 31 July 2016. These services include six (6) months of daily janitorial services at the CRREL site in accordance with FAR 52.217-8, which allows for an extension of performance not exceeding six (6) months. The current contract period ends on 31 January 2016. An extension to the existing contract is in the best interest of the Government because it will ensure that no lapse in service occurs while a follow-on contract is being worked through the acquisition process. These services are on the AbilityOne Procurement List and are performed by a SourceAmerica Non-Profit Agency under the Javits-Wagner-O'Day Act as a mandatory source of services IAW FAR 8.002(a)(2). Due to delays in acquisition planning, it is anticipated that the follow-on contract will not executed timely to avoid a lapse in service. ERDC-CRREL intends to execute a modification to the current contract, W913E5-11-P-0018, on a sole source basis to Northern New England Employment Services in accordance with FAR 13.106(b)(1). The Janitorial Services at ERDC-CRREL are currently on the AbilityOne Procurement List, which requires ERDC to procure these services through SourceAmerica until and unless SourceAmerica can no longer find a Non-Profit Agency capable of performing the services. The associated North American Industry Classification System (NAICS) code is 561720 which has a size standard of $18,000,000. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 4 November 2015, at 12:00 pm, Central Time, to: kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
