Description
Description: The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns. The NAICS code for the work described below is 237110. The estimated construction cost is between $10,000,000 and $20,000,000. Work will begin in summer of 2016 and will extend through 2017. The location of services to be performed under this contract shall be in Durham and Middletown, Connecticut. The project will include approximately 24,000 linear feet of 6" through 16" ductile iron water mains; a 1 million gallon pre-stressed concrete or steel elevated water storage tank with new access road; hydrants, valves, tees and other fittings; service connections to approximately 200 buildings; two blow-off valve assemblies; three vaults for an altitude valve, and meter, and a pressure reducing valve; modifications to the existing Long Hill Pump Station in Middletown; site work including blasting, storm drains, and paving; and abandonment of approximately 110 private drinking wells. The new waterline will be installed on heavily travelled state and local roads and will require traffic control and management. Many of the water service connections are for private homes. Real estate in Durham for construction storage and oversight is very limited. Portions of the work are in historically sensitive areas that will require oversight and documentation by a historic preservation specialist, and coordination with the State Historical Preservation Office. A small portion of the work is in an area with contaminated soil. Proper precautions and disposal efforts will be required. Since water is being provided by the City of Middletown to the Town of Durham, and they will assume responsibility for the project upon completion, significant coordination and documentation is required between their Public Works Departments, other pertinent local government and public service offices, Connecticut Department of Energy & Environmental Protection, Connecticut Department of Public Health, the Environmental Protection Agency Region 1, and the US Army Corps of Engineers New England District. Under this contract the successful offeror will be required to provide a new water distribution system for the town of Durham, Connecticut. The offeror will be evaluated on past experience with similar water distribution system installations (water storage tanks, water mains, and service connections) and must demonstrate the following experience/expertise: • Successful management, scheduling and execution of a water distribution system installation serving 100 connections or more and providing.25 MGD of flow • Installation of water mains up to 16 inches in diameter, service connections, valves and fittings and pressure distribution on large projects (>$5M) • Experience constructing large elevated water storage tanks (>500K gallons) • Experience with roadwork, trenching, blasting, drain lines, and traffic control in heavy traffic areas. • Experience with robust public relations programs including facilitation of public meetings, periodic updates on construction progress, and identification and resolution of public concerns. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and specific examples of past experience in performing the work requirements stated above. The project examples must have been performed within the last seven years. The offeror must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required. Responses are due November 20, 2015. Responses should provide one electronic CD format and one hard copy addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-275 ATTN: Contracting Office, Kim Pumyea. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
