Description
This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of interested sources especially small businesses including: 8(a) Certified Small Business, Historically Underutilized Business Zones (HUB-Zone) Small Business, Women Owned Small Business, Service Disabled Veteran-Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB), and Veteran Owned Small Businesses. The interest of "other than small business" is also requested. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS SYNOPSIS. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will NOT be notified of the results of this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requested. The government is seeking companies under the North America Industry Classification System Code (NAICS) is 236220 -- Commercial and Institutional Building Construction with an annual size standard of $36.5M, that have the capability, experience and expert knowledge to provide design-build (architectural/specialized design and engineering, construction and project management) for the design and construction (Design-Build) of the Northern California Youth Regional Treatment Center project described herein. The project magnitude is $13M - $17M. Description/Scope of Work: The Department of Health and Human Services-Indian Health Service (IHS) anticipates an acquisition for the design and construction (Design-Build) of the Northern California Youth Regional Treatment Center. The proposed facility shall provide residential healthcare for American Indian and Alaskan Native youth ages 12-17. The 35,455 square feet facility is proposed to be constructed on 12 acres located at 33250 County Road 31, Davis, CA 95616 (Intersection of CR 31 and County Hwy E6 NE quadrant). It shall include 3 or more free standing buildings to include 16 double rooms for routine residential treatment, 6 single rooms for close observation, 5 suites for family treatment (3 one-bedroom, 2 two-bedroom), education rooms, indoor recreational areas, administrative offices, and dining facility. The facility shall include outdoor recreational facilities, cultural and ceremonial areas, paved parking, and associated site work and underground utilities. The facility shall be designed and constructed to obtain a "SILVER" rating through the U.S. Green Building Council's Leadership in Energy and Environmental Design- LEED certification. Submission Package: Interested PRIME CONTRACTORS are invited to submit a capabilities statement/narrative demonstrating the firm's experience in Design-Build or just construction projects of a similar nature as described above. The submittal shall be no longer than ten (10) pages and shall include the following information: 1.Company Information: Provide your firms contact information to include DUNS, cage code, name, address, and point of contact with verifiably correct telephone number and email address. 2. Indicate if a solicitation is issued will your firm/company be submitting a proposal (Yes/No) 3. Type of Business: U.S. Small Business Administration (SBA) certified 8(a), SBA Certified HUB Zone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Business (WOSB), and Small Businesses (SB). For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov. 4. Bond Capacity: Information on the firm's bonding capability - specifically identify single and aggregate bonding capacities. 5. Experience Submission Requirements: Submit at least two (2) but no more than five (5) of similar projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms shall include the following information for each project submitted: a. Indicate whether Prime Contractor or Subcontractor. b. Dates of construction for each project submitted. c. Contract value, completion date, and complexity of job. d. Indicate whether the project is a Design-Bid-Build or Design-Build. e. Project references/Agency point of contact (telephone number and e-mail address). f. All projects shall demonstrate the installation of mechanical, electrical, and/or plumbing systems effectively integrated into the historic fabric of the project in conjunction with the required preservation of interior finishes. g. Are you familiar with the State of California's environmental requirements and seismic construction requirements? h. Must indicate whether the projects were completed in the state of California. i. Usage of building information modeling (BIM), specifically REVIT, and construction operations building information exchange (COBie) electronic documentation. Projects are considered "similar" to the anticipated procurement project when they meet the following characteristics: 1. Project was completed ten (10) years prior to TODAY'S DATE. 2. The project was design-build; 3. At least one project's final construction cost (inclusive of modifications) exceeded $15,000,000. E-MAIL RESPONSES ARE REQUIRED BY NOVEMBER 12, 2015. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential sources particularly Small Business Sources. The Government will not reimburse responders for the cost of the submittals.
