- Sources Sought (Intent to Purchase on Sole-Source Basis) FROM: Melissa ( Missy ) Carvin, 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of Dual Phase Locked Oscillators(PLOs): NSN 5955-01-613-7953EW NSN 5955-01-614-0081EW NSN 5955-01-613-8325EW NSN 5955-01-614-3023EW The root part number for the above NSNs is: 030-02001-0001 SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the above listed NSNs per Purchase Request Number FD2060-16-00017 ITEM DESCRIPTION The Government does not possess any further descriptive information regarding these items other than the Performance Specifications. The Root part number for the Dual PLOs is 030-02001-0001. The parameters of these Dual PLOs are as follows: NOTE: Operating Frequencies are documented in Drawing Number 435226 (Secret). Operating Powers are documented in Drawing Number 435413 (Secret). Temperature Stability +2.0MHz or +0.05% (whichever is greater) of frequencies in the above table from -30 Degrees F to +170 Degrees F Pushing Figure Shall not exceed +-0.02% per Volt from DC to 3kHz band width. Pulling Characteristic Shall not exceed +-0.05% for load changes to 3.0:1 VSWR all phases, at frequency center +-500MHz: The load VSWR outside that frequency range may be 10:1 or greater. Output VSWR 4.0:1 at F1 and F2 as defined in the above table. Turn On Stability Upon application of DC Power, the PLOs shall attain full output power in 1 second and output frequency +-0.1% in 5 minutes. Spurious Suppression Harmonic: -20dBc Min Non-Harmonic: -40dBc Min Single Sideband Noise Power Shall not exceed: -105 dBc/Hz at F1 or F2 +-100KHz -108 dBc/MHz at F1 or F2 +-(197 to 350MHz) RF Output Power +15dBm minimum, +22dBm maximum into all phases of a load VSWR 3.0:1 and over the temperature ranges: Non-operating ground temperature -66°F to 200°F Operating cold plate temperature -30°F to 170°F DC Current 300mA maximum DC Voltage -15VDC +-3%, 30mV p-p ripple at 2.4kHz maximum Isolation; output to output 40dB minimum 150MHz to 6GHz Impediment to Competition: The original design activity and Original Equipment Manufacturer, (OEM) for the Dual PLOs is EDO (formerly AIL) These items can only be purchased from, and repaired by, the current OEM because the government only purchased the top level drawings - no design data was purchased. The current OEM is unwilling to sell the design data. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to EDO Corporation for the manufacture of these items. Other interested parties may identify their interest and capability to respond to the requirement no later than 10 Nov 2015 to melissa.carvin@us.af.mil or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
