THIS IS A SOURCES SOUGHT NOTICE ONLY. This is a Sources Sought announcement solely for purposes of market research in support of design-build construction projects for U.S. NAVY SUPPORT FACILITY, DIEGO GARCIA, BRITISH INDIAN OCEAN TERRITORY. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposals (RFP) and is not to be construed as a commitment by the Government for any purpose other than market research. Naval Facilities Engineering Command (NAVFAC) Far East, Contract Execution Team, is seeking information on establishing a new Design-Build/Design-Bid-Build Multiple Award Construction Contract (MACC) for Navy Support Facility (NSF), Diego Garcia. NAVFAC Far East is seeking information on eligible business firms capable of providing design, construction, supervision, equipment, material, labor, and all other means necessary to provide complete and usable facilities at various Government Installations located on Diego Garcia. Located in the north central Indian Ocean, Diego Garcia is an atoll in the Chagos Archipelago and is a part of the British Indian Ocean Territory owned and controlled by the British Government. NSF Diego Garcia primary mission is to provide logistic support to the operating forces for all U.S. military forces deployed in the Indian Ocean and Persian Gulf areas. The proposed MACC will provide construction services for complete and usable facilities which are essential to the mission requirements for commands on Diego Garcia. GENERAL INFORMATION: In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. SPECIAL LOCAL REQUIREMENT: Interested parties are advised that under bilateral international agreement between the U.S. and UK, if the U.S. ultimately decides to issue a Request for Proposals based upon the market research currently being conducted under this Sources Sought Notice, any contract awarded for these requirements must be awarded to an offeror that is joint venture exclusively consisting of U.S. and UK firms unless no qualified U.S./UK joint venture submits a reasonable offer. For any such Joint ventures, participation by the U.S. member(s) must be no less than 60% of the venture, participation of the UK member(s) must be no less than 20%, and management control of the entire venture must be vested in the U.S. member(s). U.S. firms that are not part of an eligible joint venture will be permitted to submit a proposal but will only be eligible to be considered for award if no reasonable offer is received from any qualified joint venture. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, with an annual size standard of $36.5M. SUBMISSION REQUIREMENTS: Interested sources are invited to respond to the Statement of Interest Questionnaire by using the form provided under a separate file, titled Statement of Interest Questionnaire. Interested sources do not need to meet Joint-Venture requirements at this point since this Sources Sought Notice is solely for market research purposes and not a Request For Proposals (RFP). No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the Navy ™s market research. However, NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement no later than 2:00 Japan Standard Time (JST) on 30 November 2015. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED.
