- THIS IS A PRE-SOLICITATION NOTICE ONLY. This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation P16PS00069, posted under the title: Passenger Vessel and Crew Services Statue of Liberty National Monument, New York, NY, will be issued electronically on the Federal Business Opportunities (www.fbo.gov) and FedConnect (www.fedconnect.net) websites on or about November 9, 2015. The entire solicitation package, with all attached documents, will be available in Microsoft Word, Excel, HTML or Adobe PDF formats through FedConnect.net. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed. This solicitation is Unrestricted. The Government intends to award a single, firm, fixed price service contract in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting By Negotiation. A one year contract is contemplated. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 483212, Inland Water Passenger Transportation, with a corresponding size standard of 500 employees. The period of performance is 365 days after award. Offerors must be currently listed in the System for Award Management (www.SAM.gov) for this solicitation. Offerers not listed may be deemed ineligible for further consideration for award. Offerors are required to have a DUNS number and an active registration with current representations and certifications in SAM as of the solicitation closing date. The Department of the Interior, The National Park Service NPNH MABO intends to issue a Request for Proposal (RFP) for the Department of the Interior, The National Park Service NPNH MABO intends to issue a Request for Proposal (RFP) for passenger vessel and crew services at the Statue of Liberty National Monument and Ellis Island National Monument, New York, NY The Contractor shall provide but not limited to the following: 1.a vessel to operate between Ellis Island, Liberty Island and the Battery in Manhattan with the purpose of transporting NPS staff, concessioners and contractors. The Contractor shall supply a vessel and crew to provide staff transportation between Ellis Island, Liberty Island, and the Battery. The vessel and crew shall be USCG compliant. a.Crew License Requirements: 46 CFR Shipping, part 10 b.Vessel COI Requirements: 46 CFR Shipping, part 176 2.The vessel shall be USCG Sector New York compliant for the Area of Responsibility (AOR) and New to Zone inspection compliant per 46 CFR 176.120. 3.The vessel shall accommodate a minimum of 99 passengers. 4.The vessel shall have bow-loading passenger capability as well as port and starboard side-loading passenger capability. a.All bow and side loading shall be flush to the deck. b.No stairs, steps, or platforms shall be permitted for passenger loading. c.All passengers shall use a gangway (ramp) that is wheelchair accessible. 5.The vessel shall have a wheelchair accessible cabin including wheelchair tie-downs (minimum of 2 per 99 passengers). 6.The vessel shall have a cabin or interior space with seating for 99 passengers on the main (weather) deck. 7.The vessel shall have a wheelchair accessible cabin including wheelchair tie-downs (minimum of 2 per 99 passengers). 8.The vessel shall have a cabin or interior space with seating for 99 passengers on the main (weather) deck. 9.In the event the contractor cannot fulfill the services described herein, the contractor shall supply a replacement vessel and crew within one (1) hour of service interruption. The replacement vessel shall meet all the requirements of this contract. 10.The vessel shall maintain interior passenger space at 70 degrees Fahrenheit (+/- 5 degrees). The vessel must have heating and cooling capabilities. Heating is a mandatory requirement. Air conditioning is optional if the vessel has operable windows. The vessel shall have enough speed capability to satisfy the boat schedules in a timely, consistent manner. 11.The vessel shall have comfortable, permanently installed, fixed seating for all passengers. 12.The contractor's vessel and crew shall be screened by the United States Park Police (USPP) K-9 unit, twice daily (AM and PM vessel schedule) in accordance with the USPP Guidelines for Park Access and Credentials (rev. 5/2015) or as directed. 13.The vessel's crew shall be uniformed and maintain a clean and tidy appearance. The crew shall conduct themselves in a courteous and professional manner. 14.The vessel hull shall be constructed of steel or aluminum to withstand the harsh New York Harbor ice conditions and floating debris. Award will be made to offeror providing the lowest price. All offerors must establish and/or maintain an active registration and have up to date representations and certifications at http://www.sam.gov prior to closing date of this RFP. The Government reserves the right to cancel this Request for Proposals.
