- NSA Mid-South RFP LO-2015303 The Department of the Navy (DON) is making available for lease non-excess real property at Naval Support Activity (NSA) Mid-South in Millington, Tennessee, under the authority of Title 10, United States Code § 2667. The proposed site consists of four non-contiguous parcels totaling approximately 72 acres. The vision for this opportunity is for DON to lease the property to a qualified non-Federal user (Lessee) for solar PV generation, storage, and distribution. The DON does not intend to purchase power generated on the lease premises. The Lessee will have to distribute power from the site to the commercial grid. Ownership of the site shall remain with the Government for the duration of the lease term. The Lessee will timely develop, operate, and maintain a renewable generation asset within the site for the term of the lease and will provide in-kind consideration, which enhances the installation ™s energy security posture, and/or lease rent cash payments to the DON not less than the fair market rental value of the developer ™s leasehold interest, as determined by Government appraisal. The term of the proposed lease will be calculated by adding a period of construction to the term length of the Power Purchase Agreement (PPA) negotiated for power offake. The fair market rental value of the sites is estimated between $700,000 and $710,000 (Net Present Value) for the anticipated lease term. The competition for the potential outlease on DON land will be handled through a Tennessee Valley Authority ™s (TVA) Power Purchase Agreement (PPA). DON anticipates outleasing the land to TVAs selected developer.
