- Pre-Solicitation Notice Solicitation R16PS00073 - Generator Step Up (GSU) Transformer Replacements for Davis Dam Power Plant Indefinite-Delivery, Indefinite-Quantity NAICS: 237130 Power and Communication Line and Related Structures Construction Product Service Code: 6120 Transformers: Distribution and Power Station This solicitation was previously posted under R15PS00698. This number is now closed and all solicitation information will be posted under R16PS00073. The Bureau of Reclamation (Reclamation) has a requirement for the replacement of up to 6 GSU Transformers at the Davis Dam Power Plant in Bullhead City, AZ. The contractor shall provide all labor, equipment, materials, tools, test equipment, specialized services, subcontracts, supervision, and other items and services necessary to remove and properly dispose of both the existing transformers and their respective oils; furnish, test, and install new transformers at the Davis Dam Power Plant. Briefly, the work includes but is not limited to the following: a. Remove and properly dispose of 4 - 6 GSU transformers; b. Furnish, test, and install 4 - 6 new three-phase, 2-winding, 13.8kV to 230kV, 66.6 MVA transformers; c. Structural Steel design, detailing, fabrication, and finishing; d. Hazardous material control and disposal; e. Planning and sequencing work to minimize the quantity and duration of power outages. f. Power system equipment testing and validation including factory testing and customized and comprehensive field testing; and final startup and commissioning. This requirement is a competitive 100% small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 237130 Power and Communication Line and Related Structures Construction. The small business size standard for NAICS Code 237130 is $36.5 M. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal. Offerors will be asked to submit a technical proposal, a price proposal, and a business proposal. Award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price-related factors. The resulting contract will be a single award firm-fixed price Indefinite-Delivery, Indefinite-Quantity contract. Task/Delivery orders will be placed based on the firm-fixed pricing accepted on the base award. The ordering period is five years from the date of award. Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at https://www.sam.gov/portal/public/SAM/ A pre-proposal site visit will be scheduled for all interested parties (the date and time will be provided with the solicitation). It is anticipated the solicitation will be issued on or about November 18, 2015. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. Offerors should register on FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments.
