Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. All responsible sources may submit a capability statement which will be considered by the Indian Health Service (IHS) National Library of Medicine. This Sources Sought Notice is not a Request for Quotations (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must provide a capability statement that displays the following: (a) Microsoft Word or PDF file in 12 point font (b) DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code) (c) Technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses (d) Staff expertise, including their availability, experience, and formal and other training; (e) Current in-house capability and capacity to perform the work; (f) Prior completed projects of similar nature; (g) Corporate experience and management capability; and (h) Examples of prior completed Government contracts, references, and other related information; The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 6 pages (excluding attachments.) This sources sought notice requires capability statements to be submitted via e-mail: 1) All capability statements must be submitted electronically no later than 12:00 pm MDT on November 13th, 2015 to Judith Mariano, at judith.mariano@ihs.gov. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation will be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). -------------------------------------------- Statement of Work Tele-Behavioral Health (Prescribing Psychologist) 1. Background Information Native Americas suffer disproportionately from mental health issues. However, due to many factors they often lack access to behavioral health care, especially specialty care. Providers with specialized training in the prescription of psychotropic medications across the lifespan are rare, difficult to recruit and retain. In order to maximize the contractor's time and save funds, the contractor will serve sites across the country via tele-video. This Statement of Work (SOW) addresses IHS's need for a tele-behavioral health (prescribing psychologist) 2. Objective Prescribing Psychologists under this contract will be providing medically necessary general psychiatry services via tele-video to Indian Health Service (IHS) beneficiaries at IHS, Tribal, and Urban facilities across the Indian Health System. The contractor will cover the outpatient and inpatient settings. Major duties for this position are to independently provide the full range of behavioral health assessments, treatment, and prescribe psychotropic medications to the patients that are seen. 3. Mandatory Requirements: a) Evaluation, management and treatment of full range of behavioral health disorders and medical conditions that are related to these presentations. b) Collaboration with other members of the healthcare team (psychologists, physicians, behavioral health specialists, and other clinical staff) to ensure comprehensive health care needs are met. c) Referral to outside healthcare facilities when a given patient's needs cannot be met via telehealth or within the local facility. d) Making timely entries in the Electronic Health Record or other medical chart and ensure charting is up to date. f) Working closely with allied health professionals to include public health nurses, social workers, community health representatives, etc., to utilized and coordinate the services of other health care professionals in the management of the patient's medical, behavioral health and social problems. g) All providers must observe and abide by the Bylaws, Rules and Regulations of the remote facility's medical staff, comply with all requirements for appointment to the medical staff, and maintain status as an active member of the medical staff. They must also familiarize themselves with the cultural, social, political, geographic, demographic, economic, and epidemiological characteristics of the patients and the communities served. 4. Vendor Responsibilities: h) Be licensed to practice medicine in one of the 50 United States, Puerto Rico, Guam, or the U.S. Virgin Islands. i) Be certified as a Prescribing Psychologist. j) Contractor is subject to character investigation in the performance of the contract in accordance with P.L. 101-630, "Indian Child Protection and Family Violence Prevention Act of 1990". 5. Specific Technical Requirements a) Current unrestricted licensure to practice medicine in one of the United States and to prescribe psychotropic medications, with demonstrated experience to provide the level of coverage as stated above. b) Previous experience with the Indian health system and working with AI/AN patients. c) Demonstrated ability to provide consistent care throughout the term of this contract. d) In addition to requirements in the scope of work and those outlined in "background and need" above, the contractor must do the following. (1) Abide by facility medical staff by-laws, rules, and regulations. (2) Abide by facility business office requirements to ensure contractor's services can be reimbursed by Medicaid, Medicare, and Private Insurance. (3) Work with varied staff levels with complex cases requiring decisive, oftentimes immediate care, rapid transport, networking with tertiary care centers and their staff, lifeguard and EMS from local tribes. (4) Cooperate and collaborate with the medical records department to ensure that deficient and delinquent charts are completed in a timely manner, with no such delinquencies or deficiencies greater than 15 days at any time. (5) Cooperate and collaborate with the facility credentialing specialist and Credentials Committee, assuring that all paperwork for medical staff membership and clinical privileges is completed. Applicable clauses depend on the nature of the content. 5.1 Evaluation Factors Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for technical criteria. Only proposals which contain adequate information to document their responsiveness to these will be eligible for any additional merit consideration. 6. Contract Type Anticipated Contract Type: Firm Fixed Price 7. Place of Performance To be dependent on location and time zone of the facility being served; all services provided will be via tele-video. 8. Period of Performance There will be a base year, plus four option years. Base Year: 01/11/2016-01/10/2017 Option Year 1: 01/11/2017-01/10/2018 Option Year 2: 01/11/2018-01/10/2019 Option Year 3: 01/11/2019-01/10/2020 Option Year 4: 01/11/2020-01/10/2021 9. Deliverables/Delivery Schedule SOW BPA/TASK # Deliverable Title #Calendar Days After Award a) The contractor will provide behavioral health services remotely, via tele-video. b) The contractor's shifts may vary depending on the location and time zone of the facility being served. c) The contractor will document delivered hours to the project officer for signature either every 2 weeks or every 4 weeks. The project officer will then forward the signed invoices to the finance office for payment of services. d) The contractor will provide work the Area Telehealth Coordinator on scheduling issues. 10. Inspection and Acceptance Criteria IHS will inspect and does a quality review of the service as part of the regular process. 11. Accounting and Appropriation Data Funds are available or will become available prior to the award. For each subsequent year of funding, the BPA/task order is subject to availability of funds. 12. Post-Award Administration The process for the routine administration will be followed. Past Performance Evaluations will be completed annually and at the end of the task.
