- Sources Sought Notice: VA701-16-N-0007 Knowledge Base Systems (KBS) Health Standards Support Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought/Request for Information (SS/RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only. Requirements: The VHA, PCAC is in the process of planning a procurement in which a contractor will be required to provide non-personal services to support The Veterans Health Administration (VHA) Office of Informatics & Analytics (OIA), Health Informatics (HI), Knowledge Based Systems (KBS) provides subject matter expertise, policy guidance and strategic recommendations regarding health standards implementation for VA's information technology (IT) systems. The contractor shall collaborate between business owners and health standards architects leads to successful, open-source health standards based solutions to meet VA's needs. The S&I contract team's subject matter experts engage in VA project teams, such as the medical device interoperability project (MDIP) and the VA Innovation 2 (vai2) program to validate technical specifications and business requirements to ensure that VA's needs are met and health standards are properly implemented. The contract team works with business owners to establish well-defined requirements, select appropriate standards, and constrain them accordingly to meet VA clinical use cases. The S&I team also makes recommendations to external VA offices and teams on how to integrate standards and information models into current and planned activities. The contract team also develops educational materials and conducts stakeholder outreach and training to educate project teams in these areas. (see ATTACHMENT 1, A and B). The Government anticipates soliciting a Firm-Fixed-Price (FFP), single award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a period of 12 months with four (4) one (1) year option periods. It is anticipated that the IDIQ contract will include a combination of general requirements that will be further defined in individual task orders and detailed requirements at fixed, unit prices to facilitate the ordering process. Overall, requirements may fall within one specific functional area in the draft PWS but in many cases, the requirements will encompass and apply across multiple functional areas to provide the total Health Integrated lifecycle solution. RESULTS INFORMATION: Sources Sought responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Sources Sought.
