Description
THE GOVERNMENT ANTICIPATES RELEASING A FIRM-FIXED PRICE (FFP) SOLICITATION IN NOVEMBER OR DECEMBER 2015, FOR THE AWARD OF A 5-YEAR MULTIPLE AWARD INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) COMMERCIAL CONTRACT (ALSO WILL INCLUDE 2 OPTION YEARS FOR A TOTAL OF 7 YEARS) WITH A MINIMUM QUANTITY OF 2 PRODUCTION PROVE OUT TRAILERS (PPT) EACH AND A MAXIMUM ESTIMATED QUANTITY OF 1,350 EACH, M870A4 40-TON LOW BED SEMITRAILERS TO MEET THE REQUIREMENTS IDENTIFIED IN THE AUTOMOTIVE TANK PURCHASE DESCRIPTION (ATPD). THE ATPD WILL BE RELEASED WITH THE SOLICITATION. THE CONTRACTOR MUST HAVE A PRODUCTION CAPACITY OF AT LEAST 60 PER MONTH TO MEET PEAK DEMANDS OF THE PROGRAM. IN ADDITION TO THE M870A4 TRAILERS, THE SOLICITATION WILL INCLUDE A FIRST PRODUCTION VEHICLE INSPECTION (FPVI), PRODUCTION VEHICLE TEST (PVT), DEVELOPMENTAL TEST/ OPERATIONAL TEST (DT/OT), LOGISTICS DEMONSTRATION, TECHNICAL MANUAL VALIDATION & VERIFICATION, SYSTEM SUPPORT PACKAGE, MAINTENANCE TECHNICAL REPRESENTATIVES, AND INSTRUCTOR & KEY PERSONNEL TRAINING (IKPT). THE M870A4 40-TON LOW BED SEMITRAILER IS A HIGHLY MOBILE TACTICAL SEMITRAILER USED TO TRANSPORT TRACKED AND WHEELED CONSTRUCTION, ENGINEERING AND MATERIAL HANDLING EQUIPMENT, WEIGHING 40-TONS ON LINE-HAUL MISSIONS OVER PRIMARY ROADS, SECONDARY ROADS, IMPROVED TRAILS, AND TRAILS. PRIME MOVER FOR THE M870A4 IS THE M983A4 SERIES LIGHT EQUIPMENT TRANSPORTER (LET). SUCCESSFUL CONTRACTOR WILL BE RESPONSIBLE FOR: DESIGN AND MANUFACTURE OF SEMITRAILERS MEETING ALL PERFORMANCE REQUIREMENTS SPECIFIED IN ATPD, TECHNICAL AND SPARE PARTS SUPPORT DURING GOVERNMENT-CONDUCTED SEMITRAILER TESTING, COMPLETE SPARE PARTS PROVISIONING, AS WELL AS DEVELOPMENT OF ELECTRONIC TECHNICAL MANUALS AND HARDCOPY TECHNICAL MANUALS BASED UPON THE ARMY'S TWO-LEVEL (FIELD/SUSTAINMENT) MAINTENANCE CONCEPT. EACH SEMITRAILER SHALL INCLUDE THE ORIGINAL EQUIPMENT MANUFACTURER (OEM) SUPPLIED BASIC ISSUE ITEMS (BII). THIS GOVERNMENT INTENDS TO UTILIZE A MULTIPHASE APPROACH. PHASE I INCLUDES A FULL AND OPEN COMPETITIVE BASIS UTILIZING SOURCE SELECTION TRADEOFF PROCEDURES TO OBTAIN BEST VALUE FOR THE GOVERNMENT. AWARD WILL BE MADE TO TWO CONTRACTORS FOR A COMPETITIVE RUN-OFF PRODUCTION PROVE-OUT TEST (PPT). AT THE END OF PHASE I, ONE OF THE TWO CONTRACTORS WILL BE SELECTED FOR PHASE II. PHASE II IS LOW RATE INITIAL PRODUCTION (LRIP) SELECTEE GETTING A DELIVERY ORDER (DO) TO BUILD 11 LRIP TRAILERS. PHASE III WILL INCLUDE FULL RATE PRODUCTION (FRP) DELIVERY ORDERS IAW FAR 16.505. ALL RESPONSIBLE SOURCES MAY SUBMIT A PROPOSAL WHICH SHALL BE CONSIDERED BY THE AGENCY. THE GOVERNMENT WILL AWARD A CONTRACT TO THE OFFERORS THAT: A) REPRESENTS THE BEST VALUE TO THE GOVERNMENT, B) SUBMITS A PROPOSAL THAT MEETS ALL THE MATERIAL REQUIREMENTS OF THIS SOLICITATION, AND C) MEETS ALL THE RESPONSIBILITY CRITERIA IN ACCORDANCE WITH FAR 9.104. FIRST PRODUCTION VEHICLE INSPECTION (FPVI) SHALL COMMENCE APPROXIMATELY 200 DAYS AFTER CONTRACT AWARD. PRODUCTION VEHICLE TEST (PVT) SHALL COMMENCE APPROXIMATELY 300 DAYS AFTER CONTRACT AWARD. PROPOSED ACQUISITION WILL BE RELEASED FOR FULL AND OPEN COMPETITION. FOB: ORIGIN FOR PRODUCTION QUANTITIES. TEST ASSETS WILL BE FOB DESTINATION.
