Description
The purpose of this Sources Sought Notice is to identify qualified small business concerns that are interested in and capable of performing the work described herein, and posted as a market research tool only. The Norfolk District, Corps of Engineers is contemplating a firm-fixed-price Design Bid Build contract for the construction of a 287,000 square AIT Barracks (one 600 person and one 300 person barracks), a 1,500 square foot general purpose storage building, and a 31,650 SF Dining Facility. Facility will be designed and furnished to meet surge capacity of 1125 persons. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage, and site improvements. The scope includes demolition of six buildings (107,965 SF). Heating and air conditioning will be provided by self-contained system. Project will comply with anti-terrorism and force protection requirements per Unified Facilities Criteria at Joint Base Langley Eustis, Fort Eustis, Virginia. The magnitude of construction is between $25,000,000 and $100,000,000. The Solicitation will be posted on or about 16 November 2015. The NAICS code applicable to this requirement is 236220, with a small business standard of $33.5 million. Project duration is expected to be approximately 730 calendar days. CAPABILITY STATEMENT We are requesting that all interested and qualified businesses, regardless of size standard, respond to this sources sought notice with a capability statement, not to exceed fifteen (15) Double sided sheets of paper. At a minimum, the statement shall include: 1) Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's Cage Code and DUNS number. 2) Offeror's interest in bidding on the solicitation when it is issued. Would your interest differ if an LPTA or Trade-Off selection strategy was utilized? Why? 3) Offeror's capability to perform a contract of this magnitude and complexity (include Offeror's in-house capability to execute construction, comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project); provide at least 3 examples of 100% construction complete projects and provide a client POC for each. 4) Offeror's experience working with any similar projects involving Operations Centers, or large, secure, administrative buildings (200,000 - 300,000 sf) that involve multiple architectural-engineering disciplines and multiple sub- contractors. 5) Offeror's Joint Venture information, if applicable - existing and potential. 6) Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) Your capabilities statement MUST be submitted in writing, along with an electronic copy on a CD, no later than 13 November 2015.Submissions shall be sent to the U.S. Army Corps of Engineers, Norfolk, ATTN: Mrs. Stormie Wicks, Contracting Office, 803 Front Street, Norfolk, VA 23510. This sources sought shall not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
