- The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) is considering the benefits of enabling the use of partnership arrangements in association with the Mission Systems Operations Contract (MSOC). This synopsis is a Request for Information (RFI) to solicit comments from industry regarding such potential partnerships. Specifically, we are inquiring if industry perceives any innovative external or internal partnership opportunities that could be developed within the Flight Operations Directorates (FODs) Mission Systems (MS) (Mission Control Center Systems (MCCS), Training Systems (TS), Space Vehicle Mock-up Facility (SVMF)). Include in your submission responses to the following questions: 1.Ideas: What type of innovative partnership opportunities does your company envision within the FOD MS? 2.Type of Partnership: Would this partnership be a collaborative effort, a utilization of NASAs unique capabilities, utilization of excess capacity, or something else? 3.Partnership Arrangement: What type of arrangement would you propose to best facilitate the partnership? Would a traditional instrument best facilitate the partnership (i.e. cooperative agreement, grant, traditional FAR based government acquisition, etc.) or an alternative arrangement (i.e. Cooperative Research and Development Agreements, Memorandum of Agreement, Use of Space Act Authority, etc.)? 4.MSOC Contract Structure: Is there any particular contract structure or features that would help to enable or promote partnerships? 5.Partnership Benefits: Provide feedback regarding mutually beneficial arrangements. How would your company benefit in the arrangement? How would the Government benefit in the arrangement? How would third parties, if any, benefit from the arrangement? 6.Partnership Duration: Identify your perspective on when the partnership would begin and how long partnership should last. Provide any other recommendations related to key milestones, transition periods, or option periods. 7.Provide any other feedback related to the topic of possible external or internal partnerships within FODs MS that you believe would be helpful to the Government in considering this topic, consistent with the attributes discussed in this RFI. Reminder, there is no obligation to provide a response to this Request for Information. You are requested to provide electronic responses to any or all of questions 1 through 7 above (limited to 7 pages). Please include the name and address of firm and point of contact information. Please transmit your response via e-mail to jsc-msoc@mail.nasa.gov. Your response is requested by 4:00 p.m. CST on December 4, 2015. Responses are requested via email only. Any communications in reference to this RFI shall cite the RFI number in the subject line and be directed to the point of contact identified in the RFI. The Government intends to review the responses submitted but will not respond to individual submissions. NASA reserves the right to share all information received in response to this RFI throughout NASA civil servants and to use all information submitted in response to this RFI in developing a future acquisition strategy. This data will not be shared outside the Government nor released in its submitted form. Confidential, proprietary, competition sensitive, or business information should not be submitted in response to this RFI. Such information will not be reviewed and will be returned to the respondent. The Government intends to release the names, addresses, and points of contact of all respondents unless specifically requested not to do so by the respondent. This information will be provided on the MSOC procurement website as an interested parties list. All questions should be directed to the point of contact identified below. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and posted on the MSOC website: http://procurement.jsc.nasa.gov/msoc/. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis.
