Request for Information - Issue date to FBO & eBuy 10/30/2015 TABLE OF CONTENTS Background Purpose Procurement Timeline Responses Topics for Input Industry Outreach 1. BACKGROUND In December 2010, Original Equipment Manufacturers (OEMs) introduced the first mass production battery electric and plug-in hybrid electric vehicles. As a result, federal agencies began factoring these vehicles into their decision making processes as they acquired new vehicles. The U.S. General Services Administration (GSA) awarded the first contracts for electric vehicles (EVs) in May 2011 and continues to do so today. In 2007 Executive Order (EO) 13423 charged Agencies with acquiring plug-in electric hybrid vehicles (PHEVs) when commercially available at a cost reasonably comparable, on the basis of life-cycle cost, to non-PHEVs. In 2009 Executive Order 13514 called on agencies to go further to reduce their carbon footprint by reducing petroleum consumption by 2% per year through FY2020. The Department of Energy's Federal Energy Management Program (FEMP) guidance recommended achieving this by increasing the number of electric, hybrid electric, and plug-in hybrid electric. In 2015 Executive Order 13693 revoked EO 13423 and 13514 and mandated Federal Fleets beginning in FY16 to reduce per-mile Greenhouse Gas (GHG) emissions 30 percent by 2025 from a 2014 baseline, as well as meet specific reduction targets for intermediary years. The order goes further by mandating Federal agencies to increase the percentage of zero emission and plug-in hybrid vehicle acquisitions in their fleets to comprise 20% of all new vehicle acquisitions by 2020 and 50% of all new acquisitions by 2025. It also says Agencies shall plan for appropriate charging or refueling infrastructure for zero emission vehicles or plug-in hybrid vehicles and look towards opportunities for ancillary services to support vehicle-to-grid technology. The Implementing Instructions published along with EO 13693 by the White House requires "that Agencies shall similarly procure charging stations and, where possible, infrastructure that will allow for vehicle level data reporting capabilities." 2. PURPOSE In order to help customer agencies meet the new Executive Order, GSA's Office of Fleet Management is seeking sources for level II electric vehicle charging station equipment (EVSE). This Request for Information (RFI) is designed to obtain information from industry regarding what technologies and data management systems exist to help federal agencies fulfill the requirements of the new mandates. The information obtained from this RFI will support the development of a Request for Quote (RFQ) for a potential future government-wide multiple award contract/BPA solution. The government is looking for industry to provide an end-to-end solution for: Level II EVSE that fit the location and environment requirements of the agency and can automatically initiate, regulate, and terminate charging events without intervention by the operator. Vehicle-level transactional data that meets the requirements of the current Executive Order, including time, cost, and kWh consumed by vehicle. Easy data transmission and collection that is automated and does not require any operator involvement. Installation arrangements, including site planning, permitting, ancillary materials, and labor. Customer service access for charging station maintenance issues and data access issues that is available 24 hour/7 days per week and includes real-time assistance. This RFI is for planning purposes only. There is no intention to acquire any products or services, or award any contract, based on this RFI. 3. PROCUREMENT TIMELINE This RFI is the first step in a multi-phased procurement process. GSA anticipates issuing a solicitation for award of multiple BPAs in the future. A Request for Quote using the following Schedule(s) SIN(s) is being contemplated. RESPONSES The government requests that all responses to this RFI correspond to the numbered topics below, using the paragraph numbers set out in this document to reference each part of their response. Please respond to all topics. If the topic is not applicable, note "N/A" for that topic in the response. The Government may request that respondents provide additional information based on their initial submittals. Identify innovative solutions for potential contracting methods and structure d. Provide information on the company's willingness to, ability to, and experience with managing Contractor Teaming Arrangements (CTA) relationships 4. EVSE Solutions (Not to exceed 10 pages) •a. Input is desired regarding the types and specifications of EVSE configurations offered, such as wall, pole, and bollard/pedestal, including but not limited to: •i. Manufacturer's' installation requirements •ii. Instructions for each mounting configuration offered •iii. Ports offered •iv. Other efficient charging station solutions offered •v. Additional station heads and accessories that share one master charging station unit (for cost purposes) •vi. Cellular/Ethernet capabilities •vii. Any commercially offered warranties •viii. EVSE compatibility with commercially available EVs awarded under GSA Contract (available vehicles listed at www.gsa.gov/autochoice) •ix. Any proprietary communications solutions •x. Commercial attributes (i.e., enclosure ratings, operating temperature ranges, electrical configuration and ratings, and electrical connector and cable ratings) •xi. EVSE and EV interface capabilities •xii. Standard and optional components, assemblies, and accessories •xiii. Safety certifications in accordance to 29 CFR 1901.7 5. The purpose for an open architecture platform is to prevent the charging station from becoming obsolete should the cellular network and/or software provider change at point in the future.
