- NSN List Solicitation SPE4A5-16-R-0002 will result in award of two to four Indefinite Quantity Contracts (IQCs). The initial awards will consist of 215 fully competitive NSNs for various aircraft structural components, with a provision for adding items from a total population of 1487 NSNs. The NSNs are listed in Attachment 1 to this notice. This is a 100% small business set -aside solicitation. The contracts will be effective for a one three-year base period with an option to extend the terms of the contracts for one two-year option period. Inspection/Acceptance is at Origin for the preponderance of the NSNs. Many of the NSNs have contractor or government first article testing requirements. Freight shall be delivered FOB Destination for all NSNs. All shipment will be to DLA depots. All estimated annual quantities, along with the minimum and maximum delivery order quantities will be included in the solicitation document. The selection of the two to four successful offerors will be based on a formal source selection with final contract award decision based upon a combination of present/past performance and price. After the awardees have been chosen, the initial population of 215 NSNs will be divided among the successful offerors based on price. The solicitation issue date is anticipated to be November 20, 2015. A copy of the solicitation will be available via the DIBBS Website https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP. From the DIBBS Homepage, select "Requests for Proposal ( RFP ) / Invitation For Bid (IFB)" from the menu under the tab "Solicitations." Then search for and choose the RFP you wish to download.
