N00164-16-R-GP88 - SLING ASSEMBLIES - FSC 4010 - NAICS 333923 Anticipated Issue Date 09 DEC 2015 - Anticipated Closing Date 01 FEB 2016 - 2:00 PM EDT The Naval Surface Warfare Center Crane Division has a requirement for the manufacturing of lifting sling assemblies. This procurement is for multiple types of wire rope and fabric, including rope material sling assemblies required by the SP22 Launcher Subsystem. These items are used for removals and retrofits in normally scheduled maintenance and overhaul procedures of submarines. The initial requirement is for CLIN 0007 qty 6 slings, CLIN 0008 qty 4 slings and CLIN 0035 qty 3 slings. All slings to be produced in accordance with the statement of work and drawings. The minimum quantity is one sling. Maximum quantities may change due to fielded equipment needs, but the maximum dollar amount for all five years will be $2M for all contracts combined that are awarded under this procurement action. There will be a total assortment of 39 slings. Additional slings may be required other than the 39 slings. These will be listed as miscellaneous slings. Three data deliverable are also required. The Naval Surface Warfare Center (NSWC), Crane Division intends to solicit and award multiple 5-year IDIQ firm fixed price (FFP) contracts. These are non-commercial items and FAR Part 15 procedures will be utilized for this procurement. This effort is anticipated to be full and open. The Government intends to award contracts to the responsible contractors whose offers are the best value to the Government considering price, ability to meet the technical requirements and past performance. A first delivery order will be awarded to all successful offers. All subsequent delivery orders will be competed among the contractors. Delivery will be FOB Destination 300 Highway 361, Crane IN 47522, within 120 days after effective date of the order. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Contractors must also be properly registered in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. This requirement was originally synopsized as a 100% set aside for small business under N00164- 15-R-GP88 but is now open to all businesses registered in the JCP. Additionally, the statement of work and most drawings have been revised, The solicitation will be available for download on or about 9 December 2015. Interested parties can download the solicitation from the FBO website at http://www.fbo.gov, no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
