Description
Title: Request for Information, Terrestrial Line of Sight Radio (LOS) Capability SIC Code: 3663 NAICS code: 334220 This Request for Information (RFI) is issued solely for information and planning purposes - it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to a contract for any supply or service whatsoever. Furthermore, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any RFP, if one is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement. The Army Contracting Command - Aberdeen is seeking potential sources capable of manufacturing and delivering Terrestrial LOS Radios that are compatible with existing Warfighter Information Network-Tactical (WIN-T) systems and equipment. These radios are required to meet the initiatives of the Signal Modernization (SIGMOD) Program that will transform and augment the Army's communication capabilities and extend the network to lower echelons via modular, scalable and interoperable nodes. This Terrestrial Transmission capability is expected to augment Satellite Communications, the current primary connectivity between WIN-T increments, and resolve incompatibilities between existing terrestrial radios in those increments that create inefficiencies in the network detrimental to military operations. The Terrestrial LOS capability being sought is expected to be achieved via a high bandwidth, interoperable WIN-T Increment (Inc) 1 to Inc 2 network radio that will establish a terrestrial link for increased network robustness. The radio must possess greatly reduced Size, Weight and Power (SWaP) over the current At the Halt (ATH) LOS radio, the AN/GRC-245 radio used in the AN/TRC-190E(V)1 & F(V)3. The anticipated requirement is for approximately 750 radios. A summary table of the radio's required capabilities is provided at the end of this RFI. Background of Signal Modernization Program initiatives: Operational requirements have pushed the need for nodes lower in the formation. These nodes will operate in commercial and military satellite bands and will support up to four enclaves with voice, data, and video teleconferencing. SIGMOD program requirements will be executed via the Transmission Capability Production Document (CPD) that was approved on 30 January 2015. To demonstrate SIGMOD initiatives, the Expeditionary Signal Battalion (ESB) SIGMOD will demonstrate materiel and organizational changes in the ESB structure in order to provide increased network capacity / capabilities to support Command Posts (Company through Brigade) and to Install, Operate and Maintain (IOM) these capabilities without increasing organizational manning. The Project Manager (PM) WIN-T plans to reconfigure all ESB's and to conduct a series of operational and system evaluations in Fiscal Years (FY) 2016-2017. These evaluations will include analysis of support to Maneuver Brigade Combat Teams (BCTs) and Functional Brigades, and will be conducted in conjunction with the Brigade Modernization Command (BMC) sponsored Network Integration Evaluations (NIEs). The US Cyber Center of Excellence (Cyber CoE) will use the SIGMOD evaluations to confirm that the modified ESBs can provide the following capabilities: increased capacity/capabilities within full spectrum operations, support for additional Command Posts, satisfy IOM requirements within the ESB force structure, and reduce signal footprint and strategic lift requirements. The Transmission Systems CPD specifies nine expeditionary network capability enhancements, and it is the source for the information that we are seeking in this RFI. This RFI applies only to the Terrestrial Transmission capability. Responses: Only interested firms who believe they are capable of providing a Terrestrial LOS Radio technology solution that meets the Government's requirements are invited to respond. Telephone or verbal inquiries regarding this notice will not be honored. All restricted information shall be clearly marked. Responses to the RFI will not be returned and no feedback or evaluations will be provided to companies regarding their response to this RFI. Modes of operation shall be the following: -Point to Point (PTP) -Point to Multi-point (PMP) Hub -PMP Spoke Simultaneous operation configurations shall consist of: Dual PTP channels -One PTP and one PMP Hub -One PTP and one PMP Spoke Backwards Compatibility- The terrestrial transport modernization capability shall provide data transmission LOS interoperability between ESBs and all GRC-245 radio- equipped Divisions, Brigades, and Battalions, utilizing the existing at-the-halt waveform. Data Rate & Range (point to point) > 34 Mbps > 40 kilometers Data Rate & Range (point to multi-point or mesh) > 27 Mbps (shared) > 12 kilometers Performance Availability 97% Frequency Range- The terrestrial transport modernization capability shall be programmable to operate in BOTH Band 3/3+ and C-Band frequencies. Specific frequency ranges include but not limited to: Band 3/3+: (1350-2690 MHz) C-Band: (4400-5000 MHz) Transportability- The government is seeking a transit case solution. The terrestrial transport capability shall be transportable in standard Army Cargo Vehicle, M1101 or M 1102. The set-up/tear down time of the Terrestrial transport capability shall be less than 1 hours by no more than 2 persons. Transit Cases and transport bags shall not exceed ‘two person lift' weights. Number of transit cases to include antenna masts, cables, etc. Qty: 7 cases. Antenna Mast- The terrestrial transport capability shall provide a 15 meter mast system with minimally sized antennas capable of meeting the Data Rate and Range specifications in this table. All mast systems will be capable of mounting Qty: 2 antennas PTP and PMP simultaneous operations. The antenna distribution for ESB Nodes will meet the following specifications for the following WIN-T Nodes: Joint Network Node (JNN), single Shelter Switch (SSS), Battalion Command Post Note (BnCPN), and Tactical Communications Node (TCN). Antenna- PTP distribution: Qty 1 Point to Point antenna with feeds capable of operations in Band 3/3+ and C-Band frequencies; for all WIN-T nodes. PMP Hub distribution: Qty 1 Base-station Point to Multi-Point antenna capable of > 120 degrees coverage area for remote nodes; for WIN-T Large nodes (JNN, SSS, BDE Level TCN) PMP Spoke + PTP: MiMo based antenna capable of PTP or PMP Spoke functionality in C-Band frequencies; for all BnCPN, and TCN below Brigade. Legacy Antenna/Mast System- The terrestrial transport capability mast system shall be capable of mounting the existing LOS antenna. The terrestrial transport capability antennas shall be capable of mounting on the existing TRC-190 LOS system mast Network Interface to WIN-T- The terrestrial transport capability shall provide a mud-box unit that provides a Layer 2 Switch capable network interface to the WIN-T network. The unit shall meet all of the following specifications and functionalities: Provide 802.1q trunking functionality Provide Qty: 1 TFOCA-II 100fx fiber interface. Provide Qty:1 TFOCA-II 1GigaBit LX/LH interface Provide quantity four 10/100/1000 BaseT Ethernet ports (dual purpose shared ports with above listed TFOCA-II ports is allowed for up to two ports) Ethernet ports shall feature 802.3at PoE standards. Power distribution from mud-box must at minimum provide operational Qty: 1 PoE and Qty: 1 PoE+ simultaneously. Shall provide RJ-45 console port for Command Line Based configuration of imbedded Layer 2 switch. Network Management- Terrestrial Transmissions system shall support SNMP V3 (as well as V1 and V2c with capability to turn on/off) to include full support of MIB-2 variables as defined in RFC1213-MIB. Specific support of MIB-2 shall include support for the SysObjectID mib variable defined by OID 1.3.6.1.2.1.1.2.In additional to MIB-2 support, device support for SNMP should include private, vendor-specific MIB variables to allow monitoring, management, control, and configuration of radio parameters. This should include the development of vendor-specific MIB files/definitions for compilation in NetOps and Network Management software. Power- The terrestrial transport capability shall use existing power generators delivered with A/N TRC 190 systems. Scalability- This system shall be housed in transit cases to reduce setup time and manning requirement. Compatibility- The terrestrial transport capability shall leverage existing WIN-T antenna masts for mounting its antenna. Terrestrial Transmission capability shall provide a direct connection between WIN-T INC 1 with the WIN-T INC 2. Operation- The terrestrial transport capability shall require two soldiers to perform duties as LOS radio terminal operator. Security- The terrestrial transport capability shall provide FIPS 140-2 based encryption for all over the air communications. The terrestrial transport system and its network interface system shall meet all Security Technical Implementation Guide (STIG) standards for its network functions, management functions, and embedded Operating Systems. These standards will be validated during security scans on data and management ports of radio and network components.
