- Sources Sought Template (Intent to Purchase on Sole-Source Basis) FROM: (Micah Tapp/411 SCMS/GULC) TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase the following four parts: Main Input Quill Assy (NSN 1615-01-601-1436), Rotor Mast Assy (NSN 1615-01-431-2440), Generator Quill Assembly (NSN 1615-00-987-5152), and Main Rotor Stabilizer Assy (NSN 1615-01-493-6225). SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Main Input Quill Assembly (NSN 1615-01-601-1436), Rotor Mast Assembly (NSN 1615-01-431-2440), Generator Offset Drive Quill Assembly (NSN 1615-00-987-5152), and Main Rotor Stabilizer Bar Assembly (NSN 1615-01-493-6225). ITEM DESCRIPTIONS: The Main Input Quill Assembly (NSN 1615-01-601-1436) is located on aft side of the transmission main case. Engine torque is transmitted through the main driveshaft and quill, which drives transmission gear trains. Its freewheeling clutch and quill operate automatically, engaging to allow the engine to drive the rotor or disengaging the idling engine during auto-rotational descent. The Rotor Mast Assembly (NSN 1615-01-431-2440) is the mechanism for attaching the main rotor to the aircraft and drive train, and for driving the main rotor assembly. The Generator Offset Drive Quill Assembly (NSN 1615-00-987-5152) is an offset quill assembly mounted on the front of the main transmission, with a generator drive pad above cabin room level. The Quill is driven through a gear train from a spiral bevel gear mounted in the transmission main case. The Quill is equipped with a vent breather and a magnetic plug. The Main Rotor Stabilizer Bar Assembly (NSN 1615-01-493-6225) is attached to the main rotor mast at the hub trunnion. The bar is connected into the main rotor system in such a manner that the inherent inertia and gyroscopic action of the bar is induced into the rotor system and provides a measure of stability for all flight conditions. IMPEDIMENT TO COMPETITION: The capabilities to fill this requirement are only available from Bell Helicopter Textron (BHT) due to the fact that they are the only known owner of the technical data required to manufacture this item, which is installed on the TH-1H helicopter. They have sole proprietary rights to the data and have declined to sell them to the Government. At this time, it appears that the Operations, Safety, Suitability, and Effectiveness (OSS&E) can only be maintained by seeking procurement from BHT. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to BHT for the manufacture of these four parts in support of the TH-1H Helicopter Program. Other interested parties may identify their interest and capability to respond to the requirement no later than 9 November 2015 by emailing Micah Tapp at micah.tapp.2@us.af.mil or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
