Description

This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number VA119-15-Q-0212 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Quote (RFQ). This solicitation is being conducted under FAR Part 13, Simplified Acquisition Procedures (SAP) and in conjunction with FAR Part 12, Acquisition of Commercial Items. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-84-dated 05 October 2015. The associated North American Industrial Classification System (NAICS) code for this procurement is 315990 - Apparel accessories and other apparel manufacturing. The Small Business size standard is 500 employees. Product and Service code (PSC) 8470 Armor, personal. This procurement is a 100% total Small Business set-aside. The Department of Veterans Affairs intends to award a firm-fixed price purchase order. Award will be based on the lowest price technically acceptable quote. The Department of Veterans Affairs (VA), Law Enforcement Training Center (LETC) located at 2200 Fort Roots Drive, North Little Rock, AR has a requirement for concealable ballistic resistant t-shirts that can be worn under polo shirts or civilian dress attire i.e. coat or suit, (see minimal technical requirements (MTRs)). The body armor should not be detectable from onlookers.
