Description

Notice of Intent to Award a Sole Source Contract THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. The Central Arkansas Veterans Healthcare System (CAVHS) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) to procure a Research study entitled: CRE (12-314) " A Computer Assisted CBT Tool to Enhance Fidelity in CBOCs" with the University of California at Los Angeles (UCLA). The purpose of this contract is for the vendor to revise an existing web-based tool for use by the Veterans Administration. This web-based tool is used to help providers in conducting Cognitive Behavioral Therapy (CBT). UCLA owns the rights to the software, will make appropriate recommendations for the different phases of product versions and final prototype. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided. NAICS Codes are 541712. The Size Standards are 500 employees. This notice of intent is not a request for competitive proposals, solicitations, or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. No telephone inquiries will be accepted. Responses must be submitted in writing by Friday 6 November 2015, and shall be sent to the CAVHS Contracting Office, Attention: Bailey M. Long, Contract Specialist; 2200 Ft. Roots Drive, North Little Rock, AR 72114 or by email at bailey.long@va.gov. No telephone inquiries will be accepted.
