PROPOSAL DUE DATE AND TIME: Proposals are due no later than 12:00 p.m., Mountain Standard Time (MST) on 16 December 2015 and delivered to: AFRL Det 8/RVKDL, ATTN: Deborah Moyer, 3550 Aberdeen Avenue, Kirtland AFB, NM 87117-5773. Proposals received after this due date and time shall be governed by the provisions of the Federal Acquisition Regulation (FAR) 52.215-1(c)(3) Instructions to Offerors - Competitive Acquisitions (JAN 2004). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered "late". Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Early proposal submission is encouraged. Under no circumstances is classified material to be included in the proposal DO NOT SUBMIT CLASSIFIED MATERIAL WITH THE PROPOSAL. BRIEF PROJECT DESCRIPTION: This is a Closed One-Step BAA (without Calls) to solicit research proposals for the Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), Laser Division (RDL) SHiELD Turret Research in Aero eFfEcts (STRAFE) project. A minimum of one contract award is anticipated with a period of performance not to exceed sixty (60) months. The objective of STRAFE is to perform the research and development activities necessary to develop and deliver an advanced Beam Control System (BCS) with size, weight and power (SWaP) appropriate for integration as part of a complete laser system (laser, power, cooling and integrating structure subsystems) into a pod-like structure for a tactical aircraft. ESTIMATED PROJECT COST: Anticipated funding for the project (not per contract or award): FY16 FY17 FY18 FY19 FY20 FY21 TOTAL $19M $16M $4M $3M $2.5M.5M $45M This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding may change with little or no notice. GENERAL INFORMATION: This acquisition is unrestricted. The applicable NAICS code for this announcement is 541712 for Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 500 employees. This BAA is issued under the provisions of FAR 6.102, Use of Competitive Procedures, that provides for the competitive selection of research proposals. Proposals submitted in response to this BAA that are selected for award are considered to be the result of full and open competition and in full compliance with the provisions of PL 98-369, the Competition In Contracting Act of 1984. There will be no other announcement issued for this requirement. Offerors must monitor FedBizOpps (https://www.fbo.gov) in the event this announcement is amended. SYSTEM FOR AWARD MANAGEMENT REGISTRATION: FAR 52.204-7 System for Award Management (SAM) (JUL 2013), and Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7007 Alternate A, Annual Representations and Certifications (JAN 2015) are included by reference. Potential offerors are notified that to be eligible for an award they must submit annual Electronic Representations and Certifications via SAM at https://www.sam.gov. These FAR and DFARS level representations and certification are required in addition to the representations and certifications specific to this announcement. Before submitting the Electronic Representations and Certifications potential offerors must be registered in SAM. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this announcement. SAM replaces CCR/FedReg, On-line Representations and Certifications (ORCA) and the Excluded Parties Lists System (EPLS). TYPE OF CONTRACTS: The Air Force reserves the right to award the contract type best suited to the nature of research proposed. Accordingly, the Government may award any appropriate contract type under the FAR. It is anticipated that an award under this BAA will generally be a Cost Plus Fixed Fee (CPFF) completion type contract. Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract. No opportunities for Grants, Cooperative Agreements or Assistance Instruments exist under this announcement. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding a minimum of one contract. However, the Air Force reserves the right to make multiple awards or no awards pursuant to this BAA. The Air Force also reserves the right to award some, all or none of the proposals.
